Summary

Mr. Emeric Salmon draws the attention of the Minister of Agriculture and Food Sovereignty to the consequences of Law No. 2025-237 of March 14, 2025, relating to the proliferation of the Asian hornet and the preservation of the beekeeping industry. This law, although ambitious in its objectives and marking a laudable desire to better structure the fight against this invasive species, removed the legal obligation to report and destruction of nests by owners or occupants, transferring, de facto, the financial burden to individuals or municipalities, without a compensation or systematized support mechanism from the State. Many small municipalities find themselves unable to cover these expenses, even though the proliferation of the hornet seriously threatens biodiversity and beekeeping activity. This situation creates inequality territorial, with some municipalities taking responsibility for this destruction, while others, due to lack of resources, leave this responsibility to individuals. In addition, the lack of state funding compromises the effectiveness of the fight against the Asian hornet, an invasive species threatening biodiversity and the beekeeping industry. It should be remembered that an untreated Asian hornet nest causes the appearance of hundreds of queens the following year. This new organization reveals a legal void concerning the supervision of the profession of intervening in the destruction of hornet nests. There is currently no national harmonization on the methods to be used, the substances and products authorized, the prices charged or the obligations of transparency in interventions, which leads to price drift and unsafe practices for local residents as well as for the environment and an increasing difficulty for communities to provide an efficient service. He therefore wishes to know what measures the Government is considering to re-establish fair and consistent management of the destruction of hornet nests, particularly for rural communities. He also wishes to know whether a clear regulatory framework is envisaged for professionals in the sector, in terms of training, use of biocidal products, technical protocols, price transparency, in order to ensure better national coordination, health and environmental safety, as well as better support for communities and beekeepers.
