Summary
Ms. Sandrine Runel draws the attention of the Minister of Labor, Health, Solidarity and Families to the essential role of municipal social action centers (CCAS). Indeed, the Government presented its administrative simplification strategy in April 2025. Among the measures mentioned is the end of the obligation for municipalities with more than 1,500 inhabitants to have a municipal social action center. Under the pretext of to simplify public action, the Government proposes to weaken an essential body of local solidarity and to put an end to a local public service. CCAS play a crucial role in supporting the most vulnerable and represent a major interlocutor for vulnerable, elderly and disabled people, thus preventing their exclusion. These structures have also taken on an increasingly significant weight in order to carry out public policies driven by the central State. Associations occupy an ever more important place in the fight against poverty and the joint board of directors of these bodies constitutes a means of better involving them in the definition of social policies at the local level. As poverty continues to increase, the elimination of certain CCAS will inevitably lead to a deterioration of service returned to the most vulnerable. This will create significant disparities in local social action and widen inequalities between territorial citizens. This measure thus directly contradicts the Republican promise of equality. For all these reasons, local elected officials and social action stakeholders are unanimously opposed to this measure. She therefore asks her if she intends to go back on these declarations and ensure the sustainability of CCAS in all municipalities.
