Le projet de service express régional métropolitain (SERM) grenoblois est l'un des plus mature de France et fait l'objet d'un large consensus de la part des élus et des acteurs économiques depuis 2018. Les porteurs du projet - région, métropole et syndicat mixte - ont formalisé leur intention par une lettre daté du 20 mars 2024. Le lancement officiel de la démarche partenariale, a été réalisé le 27 mai dernier, avant que le projet soit labellisé par le ministre chargé des transports le 27 juin 2024 qui a confirmé la possibilité de réaliser la phrase de préfiguration avec l'aide de la Société des grands projets. Les premiers travaux ont été engagés dès 2022 sur Brignoud et en 2023 pour le déplacement de la halte de Pont de Claix, avec une première mise en service fin 2024 et un horizon de livraison de la première phase en 2028. Il convient maintenant d'engager les discussions, territoire par territoire, pour apprécier la répartition des investissements entre partenaires et définir la gouvernance. Au niveau national, la programmation budgétaire prévoit un volet spécifique dans les contrats de plan État-régions (CPER) représentant un montant de l'ordre de 900 millions d'euros pour l'État, pour un total de financements publics à mobiliser à hauteur de 2,6 milliards d'euros. Le protocole mobilité du CPER 2023-2027 signé avec la région Auvergne- Rhône-Alpes, prévoit 322 M€ dont 147 M€ de part Etat pour les SERM. La loi n° 2023-1269 du 27 décembre 2023 relative aux services express régionaux métropolitains a, par ailleurs, adapté notre cadre législatif: des recettes affectées aux projets pourront aussi être mis en place, si les collectivités portant le projet le souhaitent et selon des modalités qu'elles définiront. La conférence nationale de financement des mobilités, qui aura lieu au premier semestre 2025, permettra de nourrir plus largement des propositions sur la fiscalité des mobilités.
