Article L. 243-1 of the Rural and Maritime Fisheries Code (CRPM) defines the act of veterinary medicine as “any act whose purpose is to determine the physiological state of an animal or a group of animals or its state of health, to diagnose an illness, including behavioral, an injury, pain, a malformation, to prevent or treat them, to prescribe medications or to administer them parenterally”. At this title, animal osteopathic acts are therefore legally veterinary medical acts. The legislator allows non-veterinarians to carry out, under conditions, certain acts of veterinary medicine without being in the illegal practice of veterinary medicine. The first examination session was held on December 14, 2017 and its jury was made up of two veterinarians holding the inter-school diploma in veterinary osteopathy, a teacher-researcher from a national veterinary school and the representative of the veterinary order. Six people out of ten candidates passed the aptitude tests in animal osteopathy. The jury for the following sessions was made up of six people, two veterinarians holding the inter-school diploma in veterinary osteopathy, two people, non-veterinarians, having passed the aptitude tests of December 14, 2017 and registered in the national aptitude register, a teacher-researcher from a national veterinary school and the representative of the veterinary order. As of April 17, 2018 and after four test sessions, twenty-nine people passed the aptitude tests on the thirty-six candidates who presented themselves. Non-veterinarians admitted to carry out osteopathic procedures exercise a liberal and independent activity. By carrying out certain acts of veterinary medicine, they are subject, as the law provides and like any practicing veterinarian, to rules of ethics. These ethical rules are in no way a placing under supervision by the veterinary profession, but simply the guarantee of compliance with certain rules by people carrying out a regulated activity towards other people carrying out such acts (veterinarians or not), towards their customers and also towards the animals handled.
