5G relies on new frequencies, in particular frequencies between 3.4 and 3.8 GHz, but also millimeter bands (above 24 GHz) to meet growing needs for capacity and low latency, in higher frequencies than those currently used for 4G, 3G and 2G. The Electronic Communications and Postal Regulatory Authority opened a “5G pilots” window in January 2018, which provides operators with frequency bands to test the full-scale deployment of 5G pilots (ports, hospitals, connected roads, etc.). In this context, frequencies in the 3.5 GHz band are already made available in the metropolitan areas of Lyon, Bordeaux, Nantes, Lille, Le Havre, Saint-Étienne, Douai, Montpellier and Grenoble. Initial experiments are underway in Bordeaux, Lyon, Villeurbanne, Lille, Douai, Marseille and soon in Nantes and Toulouse. The Government is working with the National Agency for frequencies (ANFR) and the National Agency for Food, Environmental and Occupational Health Safety (ANSES) so that they can examine, on the one hand, exposure to electromagnetic waves and on the other hand, the possible health impact of these new technological developments, from the experimentation phase.
