Summary

The report of the Infrastructure Orientation Council proposes to the Government, in its point 3.5, to "restore meaning to the river network" and to initiate a policy of "denavigation" whose objective is to close to navigation the 20% of the river network with the least traffic. This proposal, according to the report, is not intended to reduce the investment efforts made by Voies navigables de France (VNF) but to concentrate the spending on the protection of these waterways, often with high heritage value, whose condition is now degraded. Firstly, it is a question of taking note of the observation made by the report of a degraded state of the waterway network, and the efforts made by the State in recent years to support the action of VNF in terms of investments in regeneration and modernization of the network will be continued and intensified. It is about to do everything possible to progressively improve the condition of the network, taking into account the requirements of hydraulic safety and the number of routes used, both for freight and for tourism and pleasure. For waterways characterized by very low or even non-existent freight and tourism traffic, an opening to navigation depending on the seasonality of traffic, or a passage on demand, are put in place, as planned in the VNF strategic project. However, a total closure to navigation cannot be envisaged without having analyzed the needs for a coherent territorial network, for mass transport, particularly for rural areas, which are often poorly served. It should also be noted that there is fruitful cooperation between the public establishment VNF and certain local authorities, making it possible to boost certain routes with tourist potential, and thus generate economic benefits for the region. The reopening of the Sambre to Oise canal thus constitutes a very instructive example for the future.
