Offering more and more digital resources and services, territorial libraries constitute effective equipment to combat the digital divide, both through the density of their network and their mission to provide access to culture, as well as through their free access for the benefit of all and through the training that departmental libraries offer on digital mediation towards their network, both on the side of professionals and volunteers. The Ministry of Culture has made supporting digital experiments and new uses one of the priorities of its policy, an objective already announced in the 14 proposals for the development of reading in 2010, with the launch of the Digital Reference Libraries (BNR) program which aims to support large-scale projects carried out by local authorities wishing to place digital technology at the heart of their public policy in order to modernize equipment and reach new audiences. To better support communities in the transition of libraries to digital, the State evolved, in 2011 then in 2012, the specific competition for libraries within the General Decentralization Grant (DGD), in order to mobilize part of significant of these credits and adapt them to digital challenges, in particular by taking into account the acquisition of digital resources, the training of professionals or even digital mediation services for users. In 2017, €8.1 million (i.e. 10% of the specific competition as a whole) was devoted to “IT and digital” operations by the DGD Libraries, including €2.9 million in the framework of the BNR program. As part of the Digital Agency's definition of a National Strategy for digital inclusion, libraries have been identified as places for digital mediation, even though this is not necessarily part of their traditional missions. On this occasion, the Ministry of Culture reaffirmed its desire to promote the digital hybridization of libraries, through the bringing together libraries and EPNs, but also public service centers, whose inclusive dimension is central, by strengthening the support of these initiatives by the DGD.
