Summary

Ms. Anna Pic draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, to sexual violence against children, particularly in cases of incest. Every year, around 160,000 children are victims of rape or sexual assault in France. In Europe, 1 in 5 children experience sexual violence. In 96% of these cases, the attackers are men. In its report of May 2, 2025 concerning France and relating to sexual violence against children, the United Nations Committee against Torture also made several particularly worrying observations. Indeed, points 32 and 33 of the aforementioned report emphasize that child victims of incestuous sexual abuse are sometimes placed in the custody of the father, the alleged perpetrator, while that their mother is being prosecuted, accused of parental alienation or kidnapping. The Committee also warns of the low number of reports, the few prosecutions and convictions, inappropriate limitation periods and the insufficiency of support measures for victims. She therefore wishes to know what concrete measures the French Government intends to take to respond to this situation and thus guarantee full protection of child victims of incest and sexual violence, as well as respect for the fundamental rights of the families concerned.
