Summary

Mr. Hervé de Lépinau draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the issue of exploitation of the French seabed. While scientists say that only 5% of the seabed has to date been explored, almost 30% of hydrocarbon production already comes from offshore deposits. Ifremer also notes that between 25 and 50% of rare minerals or metals could be found in the seabed. While France has the second EEZ in the world and therefore considerable underwater resources, particularly off the coast of its overseas territories, it has chosen to pursue a policy of prohibiting the exploitation of these resources. As with the issue of plant protection products, the Government intends to position itself at the forefront of bans environmental issues in Europe and around the world, while continuing to massively import foreign hydrocarbons. Indeed, France today has more than 565 protected maritime areas and fits perfectly into the COP15 project to subject approximately a third of ocean surfaces to this regime by 2030. At the recent Ocean Summit in Nice, President Emmanuel Macron renewed his ambition to ensure the protection of the funds sailors by ruling out any change in the French position on the exploitation of the seabed. At a time when there is a shortage of billions to develop French overseas territories, when France is dependent on foreign powers in its supply of rare energies and metals and when these same powers are widely developing the exploitation of their seabed, a change in this position seems necessary. Consequently, he asks him if the Government intends to reconsider its position on the exploitation of the French seabed.
