Ms. Anaïs Belouassa-Cherifi draws the attention of the Minister of Labor, Health, Solidarity and Families to the dramatic consequences of the removal of subsidies to the Rhône federation of Secours populaire français, a fundamental association in the fight against precariousness. Le Gouvernement est pleinement conscient des tensions que rencontrent les structures d'aide alimentaire. En 2025, les services déconcentrés ont reçu, dès avril, une première vague de délégation de crédits à hauteur de 57,65 M€, comprenant 39,25 M€ de crédits to the title of the programme mieux manger pour tous, dont 10 M€ supplémentaires par rapport à l'année 2024. Toutefois, à l'inverse des années précédentes, aucun crédit complémentaire n'a été prévu dans la loi de finances de fin de gestion 2024. Ainsi, pour répondre aux difficultés remontées par les associations et les préfets, le Gouvernement s'est engagé en juillet 2025 à abonder de 10 M€ supplémentaires les crédits en région. L'affectation de ces crédits constitue un effort supplémentaire important pour le budget du programme 304 (support des dépenses de l'Etat relatives à la lutte contre la pauvreté et des dépenses concourant à l'inclusion sociale et à la protection des personnes), et, bien que l'enveloppe ne permette pas de couvrir the whole ofs besoins exprimés, elle a vocation à répondre en priorité aux situations d'urgence, notamment celles présentant un risque de fermeture d'associations.
