Summary

Faced with the under-budgeting and over-consumption of credits for the year 2017 carried out by the previous majority, the Government took its responsibilities by granting an extension in the context of controlling the deficit. He thus wished to increase this envelope between 310,000 and 320,000 aided contracts over the year, or between 30,000 and 40,000 aided jobs more than what had been planned in the initial finance law (280,000 contracts). The subsidized contracts are refocused on the groups furthest from the labor market and where they are essential to social and territorial cohesion. Consequently, given the return of growth and job creation, the prescription of CUI-CIE, including for renewals, is no longer authorized. Nevertheless, the State's commitments within the framework of the annual conventions of objectives and means (CAOM) can be ensured, as long as funding by the departmental councils is guaranteed. The resources thus mobilized will be concentrated on non-market employment support contracts (CAE) around the following priorities: - Two thematic priorities: • support for students with disabilities, • emergency sectors in social and health matters targeting actions carried out by the associative sector, all particularly food aid, social support or accommodation - particularly medical - for young children, dependent people, homeless people or those with a disability - two territorial priorities: • overseas; • rural municipalities in serious financial difficulties to ensure the new school year in good conditions. Concerning jobs of the future, the prescriptions are reserved only for renewals of contracts to allow the continuation of courses already undertaken, within the limits of the available envelope and subject to strict compliance, by employers, with their commitments made in terms of training and support The regional Prefects, as well as the public employment service, are particularly mobilized in the territories to guarantee these priorities, and ensure monitoring of people whose contracts assistance is coming to an end. Furthermore, studies show that subsidized contracts are relatively ineffective in terms of professional integration (in 26% of cases only the system leads to lasting employment) even though their cost is very high for public spending. An effective employment policy, capable of responding to future challenges, must be based on the strengthening of training and targeted support which gives more assets and capacities to the people who benefit from it to find a lasting job. It is in this sense that the Government will launch in the fall the major skills investment plan, worth 15 billion euros, including 10 billion devoted to the training of young people without qualifications and long-term job seekers. The youth guarantee, establishments for integration in employment (Epide) and second chance schools will also be mobilized. In addition, the quality of subsidized contracts (with more training and support) must be improved to ensure sustainable professional integration for those for whom they remain a suitable tool due to the professional experience developed. Finally, the Minister of Labor entrusted a mission to Mr. Jean-Marc Borello, President of the SOS Group, aimed at mobilizing integration players around innovative solutions, serving everyone's journey and in particular those who are today the most excluded from access to the job market. The proposals will be submitted to him by the end of the year.
