Summary

Following the self-referral report from the higher council of the territorial civil service on specialized territorial agents of nursery schools (ATSEM) submitted in February 2017, a working group bringing together trade union organizations and territorial employers was held until July 2017. It was responsible for specifying the missions entrusted to the ATSEM; to propose measures on working conditions, the arduousness of profession and prevention tools and to offer the possibility to ATSEM who wish to do so to follow professional training and access a category B employment framework. The Government has at the same time entrusted the general inspection of administration (IGA) and the general inspection of national education (IGEN) with a mission to specify the missions of the ATSEM and better define the respective roles of the mayor and the teacher, whose report was submitted in September 2017. The Government plans to modify the wording of the ATSEM missions in order to recognize the evolution of their profession. It also intends to change their status to facilitate the development of their careers. Thus, access to higher grades would be made easier for them or, depending on the case, open, in order to recognize the coordination missions carried out by some of them. Changes of the decree establishing the status of the ATSEM employment framework are currently being discussed. Concerning the improvement of working conditions, the Government proposed to the Association of Mayors of France (AMF) to develop and sign a commitment document, in order to promote good practices and encourage their development in all territories.
