Summary

The PACEA allowance which came into force on January 1, 2017 aims to meet a one-off need for young people entering PACEA and thus support their integration process towards employment and autonomy. The PACEA allowance is not a subsistence income nor a social benefit, but a “helping hand”, splittable and adjustable according to the needs of the young person, for example for transport, a purchase of clothing or meals for a few days. Its amount is not fixed, nor its automatic allocation. It is determined by the advisor, based on the need and the budget allocated annually to the local mission. An intensive modality of PACEA, the Youth Guarantee is backed by an allowance of €484.82 per month for at least 12 months (i.e. a budget of €354 million). However, the Minister of Labor understands the difficulties that the drop in the PACEA allowance for local mission advisors and for young people engaged in a support program. She therefore asked her services to allocate an additional 10 million euros to the PACEA allocation envelope for the year 2018.  Moreover, with regard to credits dedicated to supporting young people through local missions, the State's contribution under the multi-annual objectives agreement (core financing of local missions) was renewed for 2018 at an identical amount from initial finance law to initial finance law, i.e. 206 million euros. In this context, the Minister of Labor wished to preserve local missions as much as possible by only partially applying the common law reserve rate. Added to this is an allocation of 160 million euros to support young people in the Youth Guarantee (1 €600 per accompanied young person). Finally, with the Skills Investment Plan (PIC), endowed with 15 billion euros, a million low-skilled long-term job seekers and a million low-skilled young people will be trained and supported, making it possible to respond to the challenge we face with 1.3 million young people who are neither in education, nor in training, nor in employment. The local missions already have all their place in the implementation of this plan, in particular to develop, in addition to the Youth Guarantee, identification actions, to direct, within the framework of PACEA, young people towards the most suitable solutions, for example second chance schools or EPIDE centers that we are going to develop, pre-qualifying and qualifying training courses and preparation for apprenticeship.
