The General Directorate of Public Finances (DGFiP) is engaged in action aimed at improving the quality of the bases of local direct taxation, in a context where local direct taxes represent a major fiscal issue (82 billion euros in 2016) for both local authorities and the State. The DGFiP is thus strengthening its cooperation with local authorities, through a proactive approach to conclusion of partnership agreements and commitments, in order to better meet their expectations in this area. Independently of this partnership with local authorities, reliability actions are also implemented by its local land services as part of national or specific local operations. As part of these guidelines, the activity of land surveyors is gradually reoriented towards more tax work. The surveyors will be required to carry out work to improve the detection of taxable material (monitoring building permits in conjunction with town planning services, etc.) and to control the bases (verification of the cadastral evaluation of certain premises and increased participation in local and departmental commissions, for example). To allow the gradual repositioning of surveyors on the tax works, the updating of constructions on the plan – which has no tax purpose – will be carried out using processes other than the field surveys currently carried out by surveyors. The updating of the buildings will be carried out using alternative methods to ground surveys taking advantage of partnerships (local authorities, IGN, order of expert surveyors) and the development of new technologies. These methods are currently the subject of experiments and technical studies. The cadastral surveyors will of course retain their topographical skills and will continue to carry out their other work on the cadastral plan (updating the parcel and rearrangements in particular). This approach to modernizing the land register will make it possible to better meet the needs of local authorities by strengthening exchanges with them.
