Summary

Faced with the significant changes in the private theater sector which influence the achievement of the missions carried out by the association for the support of private theater (ASTP) and following the financial deterioration of the association, the two financial authorities, the Ministry of Culture and the City of Paris, have entrusted Mr. René Bonnell with an expert mission. This mission aimed first of all to identify the levers that would make it possible to guarantee the sustainability of the ASTP's action, in particular its deficit guarantee mechanism which is at the heart of the support model for producing theaters. Furthermore, it was a question of proposing different hypotheses for the evolution of existing systems in order to best meet the needs of theaters while ensuring inter-professional solidarity and imagining the creation of management tools for this insurance model. particular. Among the report's recommendations, some aim to optimize current operations, others to strengthen the expertise and information capacity of the ASTP or to optimize tax revenue and study possible other financing methods. Most of the measures aimed at optimizing the current system focus on better understanding the compensable deficit by ensuring the veracity of costs, by adapting to developments in theatrical production and by strengthening the guarantee mechanism. Some have already been implemented. For the others, it was decided to create working groups to study them further, in particular concerning the calculation of the TOM (theater in working order) and the recovery of the tax. The ASTP should therefore propose an update of the definition of TOM charges and a comparison with the scales applied to based on the conclusions of an ongoing study on the fixed costs of 39 member theaters having benefited from the guarantee over 5 seasons (2012-2013 to 2016-2017), by homogeneous group of theater sizes. Other measures deviate significantly from the current model and include in particular a strengthening of the support fund via the establishment of different financial mechanisms (increase or extension of the tax, creation of a tax credit in favor of the theater, creation of a “Sofica Theater”) and an expansion of the intervention policy. Concerning other financing methods (IFCIC, Sofica, sponsorship, tax credit), additional studies will be carried out on these subjects in the coming months. However, the option of a tax on ticket sales for subsidized theaters to support private theater is not one of the options. In parallel with these work, the Ministry of Culture and the city of Paris have strengthened their support for the ASTP in order to encourage risk-taking by producing theaters in terms of theatrical production. Thus, in 2017, the Ministry of Culture awarded an additional grant of +€200,000, which brought its grant to €3,846,000. This grant was sustained in 2018. For the city of Paris, it increased by +€100,000 its grant in 2017, and announced an increase of +€200,000 in 2018, bringing its grant to €3,123,000. However, it is not the intention of the Ministry of Culture to directly finance private theaters members of the Support Fund given that they do not carry out a public service mission. These theaters, managed by director-producers, are member companies which do not receive any public operating subsidy and for which the appointment of their directors and/or corporate officers does not depend on any intervention, direct or indirect, from the public authorities. Finally, regarding attendance at private theaters, if a drop in attendance of spectators in Parisian theaters was observed during the two months following the 2015 attacks, it rose again in December. From a generally speaking, attendance is around 3.3 - 3.4 million spectators (6,316,000 as of 12/31/2015; 6,399,000 as of 12/31/2016 and 6,342,872 as of 12/31/2017) and the tax rate (Paris and provinces) is increasing (€5,508,358 as of 12/31/2015, €5,475,324 as of 12/31/2016 and €6,062,794 as of 12/31/2017).
