Summary
The priority of the Minister of State, Minister for the ecological and inclusive transition, and shared by the entire Government with the climate plan, is to put an end to the sale of new cars emitting greenhouse gases by 2040. The mobility orientation bill will reflect this desire of the Minister by providing that the Government provides itself with sufficient means to encourage the French to choose carbon-free mobility. THE vehicle acquisition assistance system, which supports the market for vehicles emitting less than 20 g CO2/km, will be maintained. This choice is consistent with the objective of the climate plan for 2040. The Minister of State also wishes to allow all French people to participate in this ecological transition. Thus, the minister has reinforced the conversion bonus since January 1, 2018 in order to remove the vehicle fleet vehicles, gasoline or diesel, the most polluting. The number of requests recorded in the first half shows that this bonus is a success since the annual objective of 100,000 scrapping of old vehicles has already been achieved. Regarding cycling, the Government's priority is not so much to encourage the purchase of electrically assisted bicycles as to remove the brakes on the use of bicycles. The role of the bicycle is still too modest in France. Like its European neighbors, France must today put this mode of travel back at the heart of mobility. With the mobility orientation bill, the Government will provide local authorities and user associations with the means to initiate a dynamic favorable to cycling.
