Mr. Gabriel Amard draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the difficulties encountered in the implementation of Article 16 of Directive 2020/2184 of the European Parliament and of the Council of December 16, 2020 relating to the quality of water intended for human consumption. On the other hand, the order of December 2022 provides that municipalities or their EPCIs having carried out their territorial diagnosis on access to water no later than January 1, 2025, proceed - from the first year after carrying out the diagnosis - to the annual communication of the progress of access to water via the Information System on Public Water and Sanitation Services (SISPEA). However, despite a project to overhaul the SISPEA indicators launched between 2023 and 2024, including a reflection on the “social action” and “access to water for all” indicators, no indicator for monitoring access to water and water insecurity was finally created and integrated into the platform. The absence of such indicators compromises both the capacity of communities to evaluate and monitor their actions and that of France to comply with its European reporting obligations.
