Summary
In 2016, nearly 760,000 elderly people losing their independence benefited from the services of a home help and support service. In the coming years, home help and support services will see their role strengthened in the construction and implementation of responses enabling people to remain at home. However, today it is true that these jobs suffer from a lack attractiveness due in particular to the arduous working conditions. The general directorate of social cohesion has been tasked with defining and implementing concrete actions improving the quality of life at work for professionals in the medical-social sector working in establishments or at home. A Quality of Life at Work commission established at the end of 2017 has already proposed an action plan to improve quality of life. to the work of professionals in establishments for dependent elderly people and disabled people. The work of this commission will continue from autumn 2018 with a similar approach for professionals working at home. A National Observatory of the quality of life at work for health professionals, which includes professionals from the medico-social sector, was installed by the Minister of Solidarity and health on July 2, 2018. It will help develop operational knowledge on these issues. With regard to remuneration, the Minister approved in June 2018 an amendment to the collective agreement for the home help sector in order to better take into account the travel time and costs of staff carrying out interventions causing schedule interruptions and travel during the daytime. This agreement will have a positive impact on the remuneration of social care assistants in this branch. Actions have also been undertaken to professionalize these employees and enable them to have a qualifying career path, in particular with the creation of the new state diploma for educational and social support. Furthermore, and beyond the various measures mentioned, the Government intends to take in-depth action to resolve the structural difficulties of home help and support services and enable the modernization of this sector. Work has therefore been undertaken to renovate the method of financing these services in order to provide a lasting response to these difficulties. The implementation of this new financing model will be accompanied by a support envelope of 100 million euros for the years 2019 and 2020. In connection with the sheet of “old age and autonomy” route, a more global reflection will be carried out on organizational methods to meet the increased need for home care and coordination of stakeholders.
