Summary
Mr. Fabrice Le Vigoureux draws the attention of the Minister of Culture to the difficulties in recruiting teachers encountered by artistic educational establishments (music, dance, theater schools and conservatories) and believes that the remuneration of artistic teachers must be improved in order to prevent a greater shortage of personnel and a decline in vocations in this profession. Art teachers, experts in their discipline, whether musical, theatrical or choreographic, play a crucial role in the development and fulfillment of the children enrolled in these structures. Despite this, they are poorly paid compared to their counterparts in national education. Grouped in the cultural sector - artistic education of the territorial civil service, they have two distinct job frameworks: assistant of artistic education (category B position) and artistic education teacher (category A position). Despite demanding artistic studies, the starting salary is less than 1,500 euros per month and you must wait to accumulate more than 20 years of seniority to be able to reach 2,000 euros per month. Excluded from the implementation of the RIFSEEP in local authorities, the non-increase in the index scales of remuneration of arts teachers contributes to a shortage of qualified personnel in the establishments concerned, which will have a direct impact on the quality of specialized teaching and the artistic and cultural education of students. If specialist teachers are not paid enough, this may also cause them to seek higher paying jobs in other fields, resulting in a loss of expertise and skills for the public specialized education system. Furthermore, it is important to emphasize that the remuneration of arts teachers should not only reflect the value of their work, but also their level of expertise and qualification. Specialized teachers, who often began practicing from childhood, must undergo specific training and obtain specific certifications to exercise their profession. Arts education establishments, in a proactive stance, have had to and have been able to adapt to the different methods of supporting new audiences (group pedagogy, artistic and cultural education, audiences with disabilities within the framework of the application of the law of February 11, 2005). Finally, it is important to emphasize that the remuneration of artistic teachers has an impact on their motivation and commitment within their establishment. Arts teachers need to be motivated to provide educational services tailored to the specific needs of students and to work collaboratively with other education professionals. Fair and equitable remuneration can help maintain specialist teachers' motivation and commitment to their profession. In short, improving the remuneration of arts teachers, as is the case in national education, is crucial to prevent a shortage of qualified personnel. This will also make it possible to maintain the motivation and commitment of artistic teachers in their missions, which is essential to offer quality teaching to child apprentice musicians, dancers and actors registered in artistic educational establishments and in conservatories.
