Summary
The National Mobility Conference brought to light the strong aspiration of the French for cycling and confirmed the need to provide France with a real policy in favor of this mode of travel. The market for electrically assisted bicycles, which today represents 40% of total bicycle sales, confirms this enthusiasm. Less than a year after the closing of the Conference, the Government launched a plan “ cycling and active mobility” on September 14 in Angers. This ambitious and funded cycling plan is notably detailed in the future mobility orientation law (LOM). It notably provides for the creation of secure routes, one of the major levers for ensuring the development of cycling, and funding, with the 500 million euros in support of local investment planned over the five-year period and the 350 million euros from the active mobility-cycling continuity fund established to support communities. This unprecedented mobilization demonstrates the Government's desire to position the bicycle as an essential mode of travel. A real challenge for the mobility of the French, home-work journeys have been targeted by numerous measures in the LOM. Companies with more than 50 employees will have to propose concrete measures to facilitate the journeys of their employees, including the use of virtuous modes. If these measures are not defined in agreement with the representatives of the salary authorities, the company will be required to establish an employer mobility plan then present the measures put in place and the coverage of the transport costs retained. These measures will be reviewed in eighteen months on the basis of the number of agreements signed and actions put in place. It will determine a possible adaptation of the measures by the Government. Among the financial measures that companies can implement, the sustainable mobility package replaces the bicycle mileage allowance. It will allow employers to pay up to 400 euros per year, without charges and without taxes, to their employees coming to work by bicycle, electrically assisted bicycle or carpooling. (driver and/or passenger). This is a simple device. Other modes of shared mobility may be included in the sustainable mobility package. A decree will subsequently be issued by the Government to this effect. The electrically assisted bicycle bonus continues and can be paid under several conditions: the electrically assisted bicycle must not use a lead acid battery, the tax household must not be taxable and it You must benefit from aid paid by a local authority for the same bicycle. The accumulation of the two aids (State and local authority) is a maximum of €200. Beyond its emergence for private use, the electrically assisted bicycle is also part of a "Mobility As a Service" offer and many communities offer or wish to offer self-service validation of acquired experience (VAE) for its users. However, the bike-sharing market is undergoing restructuring. Thus, certain communities, mainly small and medium-sized towns, are turning to long-term rental, which they see as a less expensive alternative, easier to implement and which would avoid the problem of vandalism.
