Summary

Article 14 of Law No. 91-715 of July 26, 1991 provides that "the periods during which teaching allowances created by Decree No. 89-608 of September 1, 1989 creating teaching allowances were received, as well as the first year spent in a university teacher training institute (IUFM) as a beneficiary are taken into account for the constitution and liquidation of the right to a pension retirement, subject to tenure in a body of teachers and under conditions set by decree of the Council of State”. This decree of the Council of State specifying the practical modalities of implementation having not been taken to date, in the current state of the law, it is impossible to take into account the periods of receipt of the teaching allowance or the first year spent in IUFM as a beneficiary in the constitution pension rights of those concerned.
