Summary
Mr. Alexandre Vincendet draws the attention of the Minister of the Interior and Overseas Territories to the dangerous use of nitrous oxide as a recreational substance. Indeed, the consumption of nitrous oxide is increasingly high among young people and can be consumed by inhalation in a balloon, which can lead to the risk of asphyxiation. This gas nicknamed “proto” is often consumed by a young audience due to its cost affordable and its legality, particularly in the streets or on the quays of large cities such as Lyon where many shell casings sometimes litter the ground. In 2021, the National Agency for Food, Environmental and Occupational Health Safety (ANSES) highlighted 134 treated in poison control centers in 2020 compared to only 46 in 2019. Consumption by inhalation of this gas can be a source of headaches and loss of consciousness with a significant impact on the nervous system. Faced with this new scourge and with a view to strengthening repression against drug users, he questions the Government's action in terms of controlling and supervising the sale of nitrous oxide and the qualification of this gas as a narcotic when it is inhaled.
