Summary
Mr. Maxime Michelet draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, to the situation of the provision of child psychiatry care in Marne. Mental health has rightly established itself as a now recognized issue in public policies in recent years: from the creation, in 2019, of the Ministerial Delegation for Mental Health and to psychiatry (DMSMP) with the major national cause label decided by Prime Minister Michel Barnier. However, in Marne, education and health professionals are daily confronted with serious psychiatric disorders among young people, sometimes very young, without any lasting treatment solution being able to be put in place. A 2023 report from the Court of Auditors recalled that in the member countries of According to the Organization for Economic Co-operation and Development (OECD), around 13% of children and adolescents have at least one psychological disorder. This report already highlighted the difficulties in treating severe psychiatric disorders within infant-juvenile medical-psychological centers (CMP-IJ) and medical-educational institutes (IME), as well as the strong territorial disparities which fragment access to care on the entire territory. Finally, it was already warning of a provision of care which does not sufficiently take into account the diversity of disorders and risk factors. In Marne, with an occupancy rate of 95% according to 2021 figures, and an average time before admission of almost 20 months, many families find themselves destitute. The department suffers from the general trend denounced by the Court of Auditors with a closure of 58 % of child psychiatry beds between 1986 and 2013, despite a stable young population. Very concretely, young people suffering from psychiatric disorders, sometimes still in mainstream school, encounter great difficulties in following appropriate schooling. He also asks him if the Government intends, in accordance with the recommendations of the Court of Auditors, to explicitly integrate child psychiatry into the field of current mental health delegation by strengthening its interministerial positioning, and if it also intends to draw up an exhaustive inventory of the epidemiological situation of psychological disorders in children and adolescents in order to design a public policy for the mental health of young people that is finally adapted.
