Summary

Aware of the difficulties encountered by the building and public works (BTP) sector, the Government has decided to develop the path of gradual elimination of the reduced excise rate on non-road diesel (GNR). Thus, companies in the construction sector with at most 15 employees will be able to benefit, for their 2024 consumption, from aid of 5.99 euro cents per liter of RNG consumed, within the limit of an amount maximum of 20,000 euros. This aid will be allocated at the start of 2025 and will support businesses in the sector. Maintaining a reduced excise rate at its historic level does not encourage the development of more environmentally friendly production tools in order to achieve our objectives in the fight against global warming. The gradual alignment by 2030 of the reduced GNR tariff on the normal tariff applied road diesel provided for by the finance law for 2024 and concerted with organizations representing the building and public works sector constitutes a balanced solution making it possible to take into account the economic situation of companies. In addition, support measures for construction companies have been adopted, such as the automatic revaluation of prices in contracts or additional depreciation for the acquisition of more environmentally friendly materials.
