Summary
For several years, the Ministry of Health and its Public Health France agency, in conjunction with the Ministry of National Education and professionals and parents, have developed documents for professionals and parents to meet the needs of people with specific language, praxis, attention and learning disorders. Strengthening prevention, detection and early management of developmental and learning disorders, linked to the child's different places of life including school, will be at the heart of work on the health pathway for children aged 0 to 6 years. This is one of the flagship measures of the Priority Prevention plan presented by the Prime Minister on March 26, 2018, the first axis of the National Health Strategy supported by the government. Responding to a request from the General Directorate of Health, the High Health Authority (HAS) published on January 31, 2018 a health pathway guide “How to improve the health pathway of a child with specific language and learning disorders”. These recommendations were presented to the national commission on birth and child health (which brings together all the stakeholders concerned), and posted online on the websites of the ministry and the HAS. They will be presented to the ARS from September 2018 so that they can use them. At school, difficulties can often be taken into account through simple arrangements, defined and put in place by the educational team (and not requiring referral to the departmental center for disabled people), particularly as part of a personalized support plan. The arrangement of schooling can also allow the intervention of external professionals (health professionals such as speech therapists) during school time. Finally, adjustments to examinations and competitions for school and higher education are also possible to guarantee equal opportunities between candidates. These arrangements are the responsibility of the Ministry of National Education. The Committee on the Rights and Autonomy of Persons with Disabilities can intervene to provide educational materials, financial assistance, or even human assistance, or propose, depending on the specific needs of each child which justifies it, guidance towards adapted teaching. In 2014, the national solidarity fund for autonomy published a practical guide on "dys" disorders for the attention of departmental centers for disabled people aiming to give teams multidisciplinary professionals of these structures and their partners the necessary elements for the evaluation of situations and the identification of needs. These needs were also taken into account as part of the overhaul of the nomenclatures of medical-social establishments and services.
