Summary
Ms. Mireille Clapot questions the Minister of Solidarity and Health about the remaining costs of elderly people and their families in retirement homes. Having received elderly people and caregivers, during a round table on the financing of social protection for our elderly which brought together the various public service actors in this sector, she was able to note the numerous expectations regarding the prevention of loss of autonomy and staying at home as well as the urgency to act. She therefore wishes to welcome the launch of the roadmap to meet the challenge of aging in the short and medium term, which will make it possible to meet the needs and expectations of people, their families and professionals in the sector and rethink the way in which older people are supported and integrated into society. However, EHPAD prices are very high and unequal. According to the analysis carried out by the CNSA in 2017, prices are significantly higher in urban areas than in rural areas. In addition to the geographical location, other elements have an impact on the price, among others, the legal status of the EHPAD and its age. The median price of permanent accommodation in an EHPAD in a single room is 1,953 euros per month in 2017 in France. This monthly median price takes into account takes into account the cost of accommodation, and the dependency rate corresponding to the GIR 5-6 rate. The price differences between EHPADs are significant. Thus, 10% of EHPADs charge a monthly price lower than 1,674 euros per month and 10% of EHPADs charge a monthly price higher than 2,819 euros per month. This same study shows that the prices of private commercial EHPADs (2,678 euros) are higher than those of private non-profit EHPADs (1,962 euros) and public (1,818 euros). The share of accommodation in these prices is largely the responsibility of the elderly person and their family and it is this share which is very variable. Conversely, care and dependency-related benefits covered by the APA can be covered by social security in a uniform manner. She would therefore like to know whether the question of remaining costs for elderly people in EHPADs and their families is provided for in this plan and asks whether price convergence for accommodation in EHPADs, between the different types of establishments, and more generally in establishments welcoming the elderly, would not be an avenue to study to facilitate access for all to retirement homes under acceptable financial conditions.
