Summary
The President of the Republic has committed to an official development assistance (ODA) objective representing 0.55% of GNI in 2022. This commitment was confirmed during the Interministerial Committee for International Cooperation and Development on February 8, 2018, chaired by the Prime Minister, which in addition to this quantitative ambition, sets qualitative objectives to make public development assistance more effective and transparent. and more efficient. It is thus planned to set up an observatory of aid costs and to strengthen the evaluation of development aid projects. These reforms are a continuation of efforts undertaken since 2016 to facilitate access to data on projects and results. In 2016, France joined the international aid transparency initiative (IATI) by creating a single site, hosted by the AFD, which contains all the data on development aid projects in around sixty countries (https://afd.opendatasoft.com/page/accueil). An observatory of development aid policies, set up within the framework of the orientation and programming law relating to development and international solidarity policy of July 7, 2014, met again recently on June 20, under the presidency deputies Monica Michel and Rodrigue Kokouendo, to examine the evaluations of the projects piloted by the competent services of the Ministry of Europe and Foreign Affairs, the French Development Agency and the Ministry of the Economy and Finance. Most of these evaluations are available on the websites of these institutions. A summary is prepared every two years for Parliament and will be annexed to the next biennial report on the implementation of the development aid strategy, which will be delivered by the end of 2018. This effort at transparency and accountability is necessary to improve ownership of the international cooperation and solidarity policy. According to preliminary data from the OECD Development Assistance Committee, France's official development assistance in 2017 amounted to 10.1 billion euros, or 0.43% of GNI, which places France in a good position to achieve the ODA growth objective. The structure of French public development assistance is complex, since it includes data from different budgetary programs, donations and loans, as well as expenditure made either in the beneficiary countries or on the national territory, in particular the costs of hosting students in France. from countries eligible for development aid as well as reception costs for asylum seekers. Thus, the public development aid budgetary mission, bringing together programs 110 "economic and financial aid for development" implemented by the Directorate General of the Treasury as well as program 209 "solidarity with developing countries" implemented by the Ministry of Europe and Foreign Affairs, have represented in 2017 payment credits totaling 2.5 billion euros, or less than a quarter of total ODA. The rest of the international solidarity effort is based in particular on aid in the form of loans, contributions countable as ODA from 22 other budgetary programs, France's share of European public development aid, taxes allocated to development and development cooperation. local authorities and water agencies. The details of the method of calculating ODA, in accordance with the methodology approved at international level by the OECD Development Assistance Committee, are specified, program by program, in the cross-cutting policy document "public development assistance" annexed each year to the finance bill. Concerning more specifically the budgetary mission "public aid for development", the sectoral and geographical distribution of the different types of aid as well as the achievement of the quantified objectives are provided at the end of each budgetary year in the annual performance report, also available on the budget website. All efforts are therefore made and all skills mobilized, to strengthen the transparency and effectiveness of public development aid as well as the accountability to parliament and citizens.
