Summary

Access to an Internet connection and quality mobile coverage throughout the territory is an essential issue for strengthening territorial cohesion. Access to digital technology makes it possible to open up territories by reducing distances, to fight against desertification through access to innovative services such as teleworking and telemedicine, but also to revive the economy by promoting the establishment of new industries or new services. This is why the Government has chosen to make digital coverage of the territories one of its priorities and is pursuing ambitious objectives for fixed and mobile coverage: guaranteeing access for all citizens to good speed (> 8 Mbit/s) and quality mobile coverage from 2020 and providing all territories of the Republic with very high speed networks (> 30 Mbit/s) by 2022. With particular regard to fixed network coverage of the Deux-Sèvres territory, the departmental council has initiated, in addition to deployments with private funds covering 30% of the department's premises, a digital development project including a speed increase component (fiber to the village) as well as a deployment component of optical fiber infrastructure to the subscriber (FttH). In this regard, the departmental council des Deux-Sèvres has finalized its program to modernize the copper network (fiber to the village) in order to improve the speeds of nearly 20,000 homes and businesses in the area. The FttH network deployment project, which concerns 52,000 homes and businesses, is supported by the open mixed union Deux-Sèvres Numérique, whose member members are the departmental council and the intermunicipalities. This program, carried out jointly with the department of Vienne under the Poitou-Numérique brand, is the subject of a global public performance contract, concluded with the operator Orange and has entered its operational phase of deployment, which should end in 2023. For the purposes of financing the project, a subsidy of an amount of around 25 million euros was requested from the State to finance the project as part of the France Very High Speed plan.
