The Government shares these concerns and considers that the conditions are not met to date to allow an efficient start of this new REP sector. Indeed, while the extended producer responsibility (EPR) sector for professional packaging was due to come into force on July 1, 2026, the work, particularly community work, to determine the players who must contribute to this new sector is not not completely stabilized. Furthermore, the recent publication of the scales of eco-organizations did not allow these operators to take this new charge into account in their economic model. This is why it was decided to postpone the operational implementation of the sector until January 1, 2027. Approved eco-organizations are expected to publish their 2027 scale, all of the uncertainties relating to obligations intended to be lifted by then.
