Summary
Mrs. Huguette Tiegna draws the attention of the Secretary of State to the Minister for Ecological Transition and Territorial Cohesion, responsible for rurality, to the announced extension or revision of the rural revitalization zone (ZRR) system which must disappear on December 31, 2022. These ZRR participate fully in the dynamics of the socio-economic fabric of a rurality that is as vigorous as it is fragile. They are real tools for those who do business on a daily basis and who create jobs, since they provide temporary exemptions and promote the establishment or takeover of a business. Indeed, in 2019, a committee of elected officials, commissioned by the Ministry of Territorial Cohesion, presented its conclusions in a report of 200 proposals entitled “Ruralities, an ambition to share”, among which appears the definition of a new priority geography for rural areas in order to optimize the effectiveness of zoning. To achieve this, they recommended extending the ZRR regime, particularly for municipalities which were to lose the benefits of this classification in June 2020. After examining all the proposals in the report, the Government notably wished to give a favorable response to these recommendations for defining a priority geography. rural territories and extension of the ZRRs, in particular for the 4,074 municipalities which were to lose the benefit in June 2020. In addition, in the midst of a health crisis, the Government extended the operation of the existing zoning of the ZRRs, from 12/31/2020 to 12/31/2022 in order to continue support for rural territories. The Government has also launched in-depth analysis work on the future of priority zoning and their impact on the economic development of territories in difficulty, based on recent parliamentary work.
