Dès 2016, la CAEDFA appelait à la définition d'une stratégie indopacifique française et à son appropriation par l'ensemble des acteurs publics. En 2022, la France comme l'Union européenne sont dotées d'une stratégie indopacifique, c'est-à-dire d'un document présentant leur politique pour la moitié du globe terrestre alors qu'elles en sont en lointaine périphérie, nonobstant les DROM-COM : Mayotte, la Réunion, les Terres australes et antarctiques françaises, la Nouvelle-Calédonie, Wallis et Futuna, la Polynésie française et Clipperton.
