Medicines Act Amendment Act

The purpose of the bill is to improve the access of healthcare professionals, including nurses, to up-to-date and science-based information about prescription drugs. The content of the amendment is to supplement the wording of § 82 and § 85 of the Medicines Act in such a way that drug advertising organized by pharmaceutical companies could be aimed not only at doctors, pharmacists and pharmacists, but also at nurses. The change allows pharmaceutical companies to include nurses who the role of advising on the use of medicines and monitoring the treatment regimens of patients with chronic diseases has grown significantly in recent years.

The bill provides for the establishment of a Riigikogu investigation committee to investigate the compliance of the criminal proceedings of police chiefs and the activities of the Defense Police Board that preceded it with the principles of the rule of law. The commission is formed based on the principle of equal representation of factions in such a way that each faction appoints one representative. The task of the commission is to find out and assess whether charges against Elmar Vaher, Eerik Heldna and Aivar Alavere submission and its defense through three court levels was fair and in accordance with the principles of the rule of law.

Riigikogu statement "For the protection of Tibetan children"

The statement condemns China's assimilation policy and the Tibetan boarding school system, which aims to eliminate the distinct linguistic, cultural and religious traditions of Tibetans and other minorities such as the Uyghurs, calls for the immediate abolition of the Tibetan boarding school system for children and the practice of family separation, as highlighted by UN experts in February 2023, and further calls on the Chinese authorities to allow to establish Tibetan private schools. The statement calls on countries and the EU Commission Vice-President and High Representative of the Union for Foreign Affairs and Security Policy to demand that the Chinese government issue visas to European diplomats to visit boarding schools across Tibet and allow independent journalists and international observers to enter the region.

An Act to amend the Gambling Act and other Acts

The main goal of the bill is to update the regulations in the field of gambling, including increasing the reliability and transparency of the business environment of gambling operators in Estonia with the aim of improving gambling tax revenue to increase the financing of sports and culture. Supplementing the requirements established as a prerequisite for the granting of an activity license for the organization of gambling directly supports the achievement of the stated goal.

The Act on Amendments to the Law on the Election of the President of the Republic

The purpose of the draft is to make the process of electing the president smoother, more inclusive and more transparent to the public. The deadlines for the submission of candidates for registration are changed, stating that the submission of candidates begins at 9:00 a.m. on the twelfth day and ends at 6:00 p.m. on the ninth day before the day of the first round of voting. The purpose of the change is to ensure a sufficient and pre-planned time period for the submission of candidates, which creates an opportunity for candidates for introduction before voting. An earlier and clearer time frame allows the introduction of candidates to be organized in a systematic and transparent manner, giving voters and the public the opportunity to get to know the positions of the candidates in more detail. It also helps to avoid a situation where candidates are presented immediately before the vote, leaving insufficient time for their introduction and substantive analysis. Remains valid in case of extraordinary elections of the President of the Republic the current deadline for submitting candidates for registration (starts on the fourth day at 9:00 a.m. and ends on the second day at 6:00 p.m. before the day of the first round of voting). Secondly, the procedure for introducing the candidates before the voting rounds is established. Before the first and second round of voting in the Riigikogu and before the first round of voting in the Electoral College, the candidates are introduced in the order of their submission for registration. Each candidate has the right to hold up to a ten-minute presentation.

Statement of the Riigikogu "To ensure the victory of Ukraine and the security of Europe"

Avalduse eelnõus kinnitatakse Eesti vankumatut toetust Ukraina võidule Venemaa agressioonisõjas ning rõhutatakse, et Ukraina võit ja Venemaa strateegiline lüüasaamine on vältimatu eeldus püsiva õiglase rahu ja julgeoleku tagamiseks Euroopas. Eelnõu kohaselt kutsub Riigikogu liitlasi ja partnereid läheneva talve ja Venemaa süveneva õhuterrori tingimustes üles seadma prioriteediks õhutõrjesüsteemide ja -rakettide tarned Ukrainale ning toonitab, et võidu tagamiseks tuleb toetada Ukraina kaitsetööstusliku baasi tugevdamist ja riigi majandusliku suutlikkuse tagamist pikaajalise finantsabi kaudu. Eelnõuga kutsutakse riike üles tagama Ukrainale kriitilised varud saabuvaks talveks. Samuti toetatakse eelnõus majandusliku surve tugevdamist Venemaale ning peetakse vajalikuks sanktsioonide tõhusamat jõustamist ja nende rikkujate vastutusele võtmist. Riigikogu mõistab eelnõus hukka Venemaa toime pandava terrori, sealhulgas sabotaaži, küberrünnakud, süütamised, mõrvad ja muu vägivaldse tegevuse Euroopa riikides, ning kutsub liitlasi Venemaa riiklikule terrorile ühiselt vastu astuma. Riigikogu mõistab eelnõu kohaselt hukka ka Venemaa Riigiduuma „valimiste“ korraldamise ja läbiviimise 20. septembril ajutiselt okupeeritud aladel kui Ukraina suveräänsuse ja territoriaalse terviklikkuse jämeda rikkumise. Eelnõus rõhutab Riigikogu jätkuvat toetust Ukraina liitumiseks NATO ja Euroopa Liiduga, pidades samas tähtsaks Ukraina poliitilist ühtsust, demokraatiat, õigusriiki, inimõigusi ja vajalike reformide jätkamist. Samuti rõhutatakse korruptsioonivastase võitluse, demokraatlike institutsioonide tugevdamise ning opositsiooni õiguste ja poliitilise pluralismi austamise tähtsust. Riigikogu kutsub eelnõus lõpule viima rahvusvahelise agressioonikuriteo eritribunali ja agressiooni kompensatsioonimehhanismide loomise ning toonitab, et püsiv rahu Euroopas ei saa sündida agressiooni premeerimise ega mõjusfääride taastamise kaudu. „Õiglane ja kestev rahu eeldab Ukraina suveräänsuse säilitamist ja territoriaalse terviklikkuse taastamist ning usaldusväärseid julgeolekutagatisi, mis hoiavad ära Venemaa Föderatsiooni uue agressiooni,“ seisab eelnõus.
