The draft decision envisages nominating Riigikogu member Evelin Poolamets as a member of the Estonian National Broadcasting Council. The decision follows the departure of the current council member Varro Vooglaiu from the faction of the Estonian Conservative People's Party.
The Estonian Broadcasting Council consists of members of the Riigikogu and recognized experts in the field of broadcasting. The Riigikogu appoints one representative from each Riigikogu to the council at the proposal of the Riigikogu Culture Committee from the parliamentary group until the end of the mandate of the Riigikogu, and four recognized experts in the field of activities of the National Broadcasting Company, whose mandate lasts for five years.

Eelnõu täpsustas nn alustavate õpetajate regulatsiooni kutseõppeasutuse seaduses ning viib selle kooskõlla põhikooli- ja gümnaasiumiseaduses tehtud muudatustega, mis võimaldab üldhariduskoolil sõlmida kuni kolmeaastase tähtajalise töölepingu õpetajatega, kes püüdlevad kvalifikatsiooni suunas (on parasjagu õppes) või kelle tasemeharidus vastab seaduses nimetatud tingimustele, ning tagada töötasu alammäära kohaldamine ka alustavatele õpetajatele, kelle kvalifikatsioon ei vasta veel ametikoha nõuetele.
Arvestades kutsehariduse eripära ning kutseõpetajate kvalifikatsiooninõuete mitmetasandilisust kutsestandardite alusel, on vajalik ka täpsustada, milliste alustavate kutseõpetajatega võib sõlmida kuni kolmeaastase tähtajalise töölepingu ning millistel tingimustel.
Seaduse eesmärk on toetada õpetajate, sh kutseõpetajate järelkasvu ja tagada paindlikum värbamine olukorras, kus turul ei ole piisavalt kvalifikatsiooninõuetele vastavaid õpetajaid.

The bill proposes to appoint Paavo Nõgene and Raul Rebane as recognized expert members of the Estonian National Broadcasting Council.
The appointment of new expert members of the Council stems from the fact that the powers of Peeter Espak and Viktor Trasberg, who were appointed members of the Council in 2020, will expire on May 27. The mandates of the other two expert members, Council Chairman Rein Veidemann and Sulev Valner, began in 2022 and will last until 2027. up to a year.
The Council of National Broadcasting includes one representative from each faction of the Riigikogu until the Riigikogu's mandate expires, and four experts from among recognized experts in the field of national broadcasting, whose terms of office are five years.

The bill modernizes and simplifies the Act on the Estonian Academy of Sciences. According to the draft, obsolete provisions in the law are declared invalid, provisions describing the internal structure and decision-making processes of the Estonian Academy of Sciences in too much detail are excluded from the law, and the terms of the law are brought into line with commonly used terms.
The purpose of the bill is not to change the academy's basic tasks or mission, management model, academics tasks and rights or the role of the academy in the functioning of the state and in the research and higher education system. The aim is to modernize and simplify the law by repealing provisions that are not regulated at the level of law according to modern good law-making practice. Therefore, the provisions regarding the principles and competence of the formation of the academy's collegial management bodies, as well as the appointment and competence of the academy's senior managers, will not be changed. in basic matters.

Eelnõu näeb ette nimetada Eesti Rahvusringhäälingu nõukogu liikmeks Riigikogu liige Vadim Belobrovtsev.
Eesti Rahvusringhäälingu nõukogu koosneb Riigikogu liikmetest ja Rahvusringhäälingu tegevusvaldkonna tunnustatud asjatundjatest. Riigikogu nimetab Riigikogu kultuurikomisjoni ettepanekul nõukokku ühe esindaja igast Riigikogu fraktsioonist Riigikogu koosseisu volituste lõppemiseni ning neli Rahvusringhäälingu tegevusvaldkonna tunnustatud asjatundjat, kelle volitused kestavad viis aastat.
Vadim Belobrovtsevi Eesti Rahvusringhäälingu nõukogu liikmeks nimetamise põhjus on Eesti Rahvusringhäälingu nõukogu senise liikme Andre Hanimägi Eesti Keskerakonna fraktsioonist lahkumine, mille on Riigikogu juhatus registreerinud 5. jaanuaril 2024.

Riigikogu liikme Ester Karuse omal soovil nõukogu liikme kohalt tagasiastumise tõttu lõpevad tema volitused ennetähtaegselt. Lähtudes rahvusooperi seadusest Riigikogu kultuurikomisjoni ettepanekul nõukogusse uue liikme ajani, mis on jäänud asendatava nõukogu liikme volituste lõpuni.
Kultuurikomisjon nõustus Eesti Keskerakonna fraktsiooni ettepanekuga nimetada Ester Karuse asemele nõukogu liikmeks Riigikogu liige Aleksei Jevgrafov. Uue nõukogu liikme volitused algavad Riigikogu otsuse jõustumisest ehk selle allkirjastamisel.
Rahvusooperi nõukogu on rahvusooperi kõrgeim juhtimisorgan, mis koosneb üheteistkümnest liikmest, kellest kolm nimetab Riigikogu liikmete seast Riigikogu oma otsusega kultuurikomisjoni ettepanekul. Rahvusooperi nõukogu liikme volituste tähtaeg on rahvusooperi seaduse kohaselt neli aastat. Seoses rahvusooperi nõukogu liikmete volituste lõppemisega ja lähtudes rahvusooperi seadusest, otsustas Riigikogu 2023. aasta 27. mail jõustunud otsusega nimetada rahvusooperi nõukogu liikmeteks Riigikogu liikmed Ester Karuse, Signe Kivi ja Kadri Tali.

Eelnõu esimene eesmärk on võimaldada kultuurkapitali nõukogul ministri ettepanekul ja kultuurikomisjoni heakskiidul peale Riigikogu kinnitatud riiklikult tähtsate kultuuriehitiste pingereas olevate kultuuriehitiste eraldada investeeringutoetus veel ühele riikliku tähtsusega kultuuriehitisele. Teine eesmärk on toetada Eesti kultuuri jaoks oluliste loovisikute toimetulekut. Edaspidi nimetatakse loometöötoetus loometöötasuks ja tasu maksmine vormistatakse käsunduslepinguga. Sellisel kujul kaasnevad tasu saajale kõik sotsiaalmaksu alusel kaasnevad sotsiaalkaitsed.

The Council of the Estonian National Library is the highest governing body of the National Library, which consists of 7 members. Eesti Rahvusraamatukogu nõukogu on Eesti Rahvusraamatukogu kõrgeim juhtimisorgan, kuhu kuulub seitse liiget. Riigikogu nimetab kultuurikomisjoni ettepanekul nõukogusse kolm Riigikogu liiget ja kaks Rahvusraamatukogu töövaldkondade tunnustatud asjatundjat volituste tähtajaga neli aastat. Riigikogu 2019. aasta 27. mai otsuse kohaselt nimetati Eesti Rahvusraamatukogu nõukogusse Riigikogu liikmed Signe Kivi, Mihhail Lotman ja Peeter Rahnel ning Rahvusraamatukogu töövaldkondade tunnustatud asjatundjad Andres Kollist ja Priit Pirsko. Ametikoha järgi kuulub nõukogusse Riigikogu Kantselei direktor Antero Habicht ning kultuuriminister on nimetanud nõukogu liikmeks Kultuuriministeeriumi kultuuriväärtuste osakonna juhataja Mihkel Kaevatsi.
