Law on Amendments to the Defense Union Act and the Defense Service Act (Inclusion of Foreign Citizens in National Defense)

The draft amends the Defense League Act (RT I, 03.02.2026, 10; hereinafter KaLS) and the Defense Service Act (RT I, 03.02.2026, 17; hereinafter KVTS) in order to create a clear legal basis for the more flexible inclusion of members of the Defense League who are citizens of a NATO member state (hereinafter: members of the Defense League who are citizens of a NATO member state) in national defense. The changes in KaLS standardize and expand the basis for wearing military uniforms for members of the Defense League the involvement of supporting members in the performance of the tasks stipulated in subsections 2 and 31 of § 4 of the Act. The amendments to the KVTS allow a member of the Defense League who is a citizen of a NATO member state over the age of 18 to voluntarily undertake military service if he has taken the vow of a military serviceman (KVTS § 10), and allows him to be appointed to a wartime position with a military rank in the Defense Forces.

An Act to amend the Notary Fee Act and other laws

The draft updates notary fees, which have not been changed for years, and abolishes the fee for remote notarial verification. In summary, the draft revises the entire system of notary fees, the biggest change concerns the payment of company operations and fees related to real estate transactions. Since the fee rates have not been updated for years, many notaries already find it difficult to cover the costs related to service provision and office management. It primarily concerns areas where the value of real estate transactions is lower. If running a notary office is not economically sustainable enough, it becomes difficult to find new notaries to replace those who leave the office.

Riigikogu statement "In support of higher education"

The competitiveness of the Estonian economy, high-quality public services and the country's long-term sustainability increasingly depend on higher education and the ability to do work with greater added value. According to the statement, the Riigikogu considers it necessary to express the political will to increase the role of higher education in Estonia in achieving a leap in development, the aim of which is to reach the top league of well-being through work with a significantly higher added value.

Animal Protection Act Amendment Act

The initiators of the bill consider it necessary to legalize the end of caged chickens and present the bill so that the process does not stop and we unequivocally reach changes that will end the suffering of caged chickens. The bill makes two substantive changes to the Animal Protection Act. First, the law changes the requirements to ensure the welfare of hens kept for egg production. The bill proposes to ban the production of edible eggs from January 1, 2035 keeping chickens kept for the purpose, including chicks and young chickens (hereinafter referred to as laying hens) in a cage. In addition, the draft stipulates that starting from January 1, 2027, if the farmer starts keeping laying hens, he may not build or use a cage to keep them. Therefore, the company engaged in the production of edible eggs must build and equip the production system to be put into use from 2027 in such a way that it has it is possible to keep laying hens cage-free.

Act to amend the Permanently Inhabited Small Islands Act

The Act on Amendments to the Law on the Election of the President of the Republic

The purpose of the draft is to make the process of electing the president smoother, more inclusive and more transparent to the public. The deadlines for the submission of candidates for registration are changed, stating that the submission of candidates begins at 9:00 a.m. on the twelfth day and ends at 6:00 p.m. on the ninth day before the day of the first round of voting. The purpose of the change is to ensure a sufficient and pre-planned time period for the submission of candidates, which creates an opportunity for candidates for introduction before voting. An earlier and clearer time frame allows the introduction of candidates to be organized in a systematic and transparent manner, giving voters and the public the opportunity to get to know the positions of the candidates in more detail. It also helps to avoid a situation where candidates are presented immediately before the vote, leaving insufficient time for their introduction and substantive analysis. Remains valid in case of extraordinary elections of the President of the Republic the current deadline for submitting candidates for registration (starts on the fourth day at 9:00 a.m. and ends on the second day at 6:00 p.m. before the day of the first round of voting). Secondly, the procedure for introducing the candidates before the voting rounds is established. Before the first and second round of voting in the Riigikogu and before the first round of voting in the Electoral College, the candidates are introduced in the order of their submission for registration. Each candidate has the right to hold up to a ten-minute presentation.

The Act on Amendments to the Constitution of the Republic of Estonia

Eelnõu eesmärk on kehtestada kodakondsustsensus ehk näha ette, et kohaliku omavalitsuse volikogu valimistel on hääleõiguslikud selle omavalitsuse maa-alal püsivalt elavad Eesti kodanikud, kodakondsuseta isikud, Euroopa Liidu kodanikud ja Põhja-Atlandi Lepingu Organisatsiooni osalisriigi kodanikud, kes on vähemalt kuusteist aastat vanad. Seletuskirjas märgitakse, et põhiseaduslike väärtuste ja demokraatliku õigusruumi kaitsmiseks määratleme selgemalt, milliste riikide kodanikel ja Eestis püsivalt elavatel kodakondsuseta isikutel on õigus osaleda kohaliku omavalitsuse volikogu valimisel. Põhiseaduse muudatus annab hääleõiguse kohaliku omavalitsuse volikogu valimisel Eesti riigiga demokraatlikke väärtusi jagavatele ja kattuvaid julgeolekuhuve omavate riikide kodanikele ning Eestis elavatele kodakondsuseta isikutele, kellel ei ole ühegi teise riigiga lojaalsus- ega muid kohustusi. Eelnõu algatamise õiguslikuks aluseks on Eesti Vabariigi põhiseaduse § 161 lõige 1, mille kohaselt on õigus algatada põhiseaduse muutmist vähemalt viiendikul Riigikogu koosseisust. Põhiseaduse § 163 kohaselt saab põhiseadust muuta seadusega, mis on vastu võetud: 1) rahvahääletusel; 2) Riigikogu kahe järjestikuse koosseisu poolt; 3) Riigikogu poolt kiireloomulisena. Põhiseaduse muutmise seaduse eelnõu arutatakse Riigikogus kolmel lugemisel, kusjuures esimese ja teise lugemise vahel on vähemalt kolm kuud ning teise ja kolmanda lugemise vahel vähemalt üks kuu.

Statement of the Riigikogu "To ensure the victory of Ukraine and the security of Europe"

Avalduse eelnõus kinnitatakse Eesti vankumatut toetust Ukraina võidule Venemaa agressioonisõjas ning rõhutatakse, et Ukraina võit ja Venemaa strateegiline lüüasaamine on vältimatu eeldus püsiva õiglase rahu ja julgeoleku tagamiseks Euroopas. Eelnõu kohaselt kutsub Riigikogu liitlasi ja partnereid läheneva talve ja Venemaa süveneva õhuterrori tingimustes üles seadma prioriteediks õhutõrjesüsteemide ja -rakettide tarned Ukrainale ning toonitab, et võidu tagamiseks tuleb toetada Ukraina kaitsetööstusliku baasi tugevdamist ja riigi majandusliku suutlikkuse tagamist pikaajalise finantsabi kaudu. Eelnõuga kutsutakse riike üles tagama Ukrainale kriitilised varud saabuvaks talveks. Samuti toetatakse eelnõus majandusliku surve tugevdamist Venemaale ning peetakse vajalikuks sanktsioonide tõhusamat jõustamist ja nende rikkujate vastutusele võtmist. Riigikogu mõistab eelnõus hukka Venemaa toime pandava terrori, sealhulgas sabotaaži, küberrünnakud, süütamised, mõrvad ja muu vägivaldse tegevuse Euroopa riikides, ning kutsub liitlasi Venemaa riiklikule terrorile ühiselt vastu astuma. Riigikogu mõistab eelnõu kohaselt hukka ka Venemaa Riigiduuma „valimiste“ korraldamise ja läbiviimise 20. septembril ajutiselt okupeeritud aladel kui Ukraina suveräänsuse ja territoriaalse terviklikkuse jämeda rikkumise. Eelnõus rõhutab Riigikogu jätkuvat toetust Ukraina liitumiseks NATO ja Euroopa Liiduga, pidades samas tähtsaks Ukraina poliitilist ühtsust, demokraatiat, õigusriiki, inimõigusi ja vajalike reformide jätkamist. Samuti rõhutatakse korruptsioonivastase võitluse, demokraatlike institutsioonide tugevdamise ning opositsiooni õiguste ja poliitilise pluralismi austamise tähtsust. Riigikogu kutsub eelnõus lõpule viima rahvusvahelise agressioonikuriteo eritribunali ja agressiooni kompensatsioonimehhanismide loomise ning toonitab, et püsiv rahu Euroopas ei saa sündida agressiooni premeerimise ega mõjusfääride taastamise kaudu. „Õiglane ja kestev rahu eeldab Ukraina suveräänsuse säilitamist ja territoriaalse terviklikkuse taastamist ning usaldusväärseid julgeolekutagatisi, mis hoiavad ära Venemaa Föderatsiooni uue agressiooni,“ seisab eelnõus.
