The draft amends the Defense League Act (RT I, 03.02.2026, 10; hereinafter KaLS) and the Defense Service Act (RT I, 03.02.2026, 17; hereinafter KVTS) in order to create a clear legal basis for the more flexible inclusion of members of the Defense League who are citizens of a NATO member state (hereinafter: members of the Defense League who are citizens of a NATO member state) in national defense. The changes in KaLS standardize and expand the basis for wearing military uniforms for members of the Defense League the involvement of supporting members in the performance of the tasks stipulated in subsections 2 and 31 of § 4 of the Act. The amendments to the KVTS allow a member of the Defense League who is a citizen of a NATO member state over the age of 18 to voluntarily undertake military service if he has taken the vow of a military serviceman (KVTS § 10), and allows him to be appointed to a wartime position with a military rank in the Defense Forces.
