Act on the Amendment of the Government of the Republic Act and other laws (merging the Environmental Board and the Environmental Inspectorate)

Eelnõuga tehakse muudatused Vabariigi Valitsuse seadusesse ja 38 muusse seadusesse eesmärgiga ühendada Keskkonnaministeeriumi valitsemisala valitsusasutused Keskkonnaamet (KeA) ja Keskkonnainspektsioon (KKI). KeA ja KKI ühendamine lähtub riigireformi üldisemast põhimõttest, milleks on dubleerimise vähendamine riigiametites, ametiasutuste arvu vähendamine ning avaliku teenuse kvaliteedi ja kättesaadavuse paranemine. Soovitus keskkonnavaldkonna ühendameti loomiseks on tehtud ka riigiülesannete analüüsis. KeA ja KKI ühendamise eesmärk on tõhustada riigi strateegiliste ülesannete täideviimist keskkonnavaldkonnas, kasutada tõhusamalt ja mõjusamalt olemasolevaid ressursse ning pakkuda kvaliteetseid avalikke teenuseid ja vastata ühiskonna ootustele ka pikemaajalises perspektiivis. Loodav amet jääb täitma kõiki seniseid kahe ameti põhifunktsioone.

Statement of the Riigikogu "On the UN Global Migration Framework"

The statement states that the UN Global Migration Framework is a legally non-binding cooperation framework, which has also been emphasized by the Chancellor of the Republic of Estonia. This is a declaration jointly negotiated by the UN member states, which gives us the opportunity to improve international cooperation in the field of migration, including preventing illegal migration and combating human trafficking and smuggling, as well as protecting the rights of Estonian people in foreign countries. Global The migration framework emphasizes the fundamental principle that every country has the sovereign right to shape its own migration policy in accordance with international law. The statement outlines the principles of the Global Migration Framework, which the Riigikogu supports. The Riigikogu expresses its conviction that the objectives of the Framework contribute to the fight against illegal migration and its reduction, mitigating, among other things, the negative consequences for its victims. Estonia The Riigikogu of the Republic supports the adoption of the UN Global Migration Framework.

The Law on Amendments to the Building Code

Eelnõu eesmärgiks on lairibateenuse kättesaadavuse kiirendamine menetlustehingute dubleerimise ning menetlusnõuete täitmise kulude vähendamise kaudu. Eelnõu laiendab seaduse eriregulatsiooni Siseministeeriumi valitsemisala valduses oleva riigipiiri taristule, sealhulgas piiririba väljaehitamiseks riigikaitsemaale. Riigipiiri taristu on Siseministeeriumi valitsemisala valduses olev taristu, mis on ette nähtud riigipiiri valvamiseks ning mille hulka kuuluvad piiririba elemendid ja selle teenindusrajatised. Eelnõuga luuakse seaduse kohaldamise erisused riigipiiri taristu ehitamiseks. Kui seaduse reguleeritava ehitamise kohta käiv teave on üldiselt avalik, siis riigipiiri taristu puhul ei saa ehitist ja ehitamist käsitlev kogu teave olla avalik. Piiririba väljaehitust välispiiri maismaaosa ulatuses korraldab Politsei- ja Piirivalveamet ning väljaehituse projektdokumentatsioon ja tehniline teostus sisaldab salastatud teavet, millest tuleks ehitamisega seotud andmete esitamisel ja lubade taotlemisel lähtuda.

Law on the Amendment of the Law on the Implementation of the Defense Service Act and the Police and Border Guard Act

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.

The Act on Amending the Constitution of the Republic of Estonia to Enable People's Initiative

The bill envisages creating an opportunity for citizens to initiate a bill regardless of the initiatives of political parties represented in the Riigikogu. At least 25,000 voting Estonian citizens and citizens of the European Union and persons who are not citizens of Estonia or another European Union member state, but who live in Estonia on the basis of a long-term resident's residence permit and the right of permanent residence and who are at least 16 years old, have the right to initiate the law by popular initiative.
