National Guard Education Equality Act - Includes as qualifying service for veterans educational assistance purposes (Post-9/11 Educational Assistance): (1) certain active duty service in the reserve components (including service such as part of an airport security mission or counterdrug activity); and (2) discharge from active duty service in the reserve components because of a service connected disability.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.

Full-Service Community Schools Act of 2009 - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to award grants to: (1) consortia composed of a local educational agency and one or more community-based, nonprofit, or other public or private entities to assist public elementary or secondary schools to function as full-service community schools; and (2) state collaboratives to support the development of full-service community school programs. Requires such schools to: (1) participate in community-based efforts to coordinate educational, developmental, family, health, and other comprehensive services through community-based organizations and public and private partnerships; and (2) provide access to such services to students, families, and the community. Gives local grant priority to consortia that: (1) will serve at least two full-service community schools eligible for schoolwide programs under the Act, and more than one full-service community school as part of a community or districtwide strategy; (2) demonstrate a record of effectiveness in coordinating multiple qualified services; and (3) will be connected to a school and community partnership group that brings together key stakeholders across varied sectors to improve results for students and their families. Establishes a Full-Service Community Schools Advisory Committee.

Marianas Trench Marine National Monument Visitor Facility Authorization Act of 2009 - Authorizes the Secretary of the Interior to construct a multipurpose visitor facility in the Commonwealth of the Northern Mariana Islands for the interpretation and public education and enjoyment of the marine environment within the boundaries of the Marianas Trench Marine National Monument.

Federal Electronic Equipment Donation Act of 2009 - Directs each federal agency to identify useful federal electronic equipment that the agency has determined is excess to its needs and to: (1) report such equipment to the Administrator of General Services (GSA) for processing for transfer to an educational recipient in accordance with provisions relating to the donation of personal property through state agencies; (2) transfer such equipment directly to such a recipient by arrangement with the Administrator; or (3) report such equipment to the Administrator as excess property if transfer is not practicable. Provides procedures, in the transfer of such equipment, for refurbishing for classroom use and data removal. Requires transferring agencies to give the highest preference to educational recipients located in an enterprise community or empowerment zone designated under the Internal Revenue Code or a qualifying small town or county (those with certain levels of poverty). Requires state plans of operation for property transfers to give the same preference. Defines "educational recipient" as a school or community-based educational organization. Defines "federal electronic equipment" to include computers and peripheral equipment, fax machines, and software (where a license transfer is permitted). Requires a report to Congress from the Administrator on equipment inventories and transfers not later than 18 months after enactment of this Act. States that this Act supersedes Executive Order No. 12999 of April 17, 1996 (entitled "Educational Technology: Ensuring Opportunity for All Children in the Next Century").

Ensuring Military Readiness Through Stability and Predictability Deployment Policy Act - Prohibits any unit of the regular Armed Forces from being deployed for Operations Iraqi Freedom or Enduring Freedom unless the period between the most recent previous deployment and a subsequent deployment is equal to or longer than the period of the most recent previous deployment. Expresses the sense of Congress that the optimal minimum period between such deployments should be equal to or longer than twice the period of the most recent previous deployment. Prohibits any unit of the reserves from being deployed for such Operations unless the period between the most recent previous deployment and a subsequent deployment is at least three times longer than the period of the most recent previous deployment. Expresses the sense of Congress that units of the reserves should not be mobilized continuously for more than one year, and that the optimal minimum period between such deployments should be five years. Provides exceptions from deployment requirements. Authorizes the President or chief of staff of the military department concerned to waive such requirements under certain circumstances.

Roosevelt Scholars Act of 2009 - Establishes the Theodore Roosevelt Scholarship Foundation as an independent establishment in the executive branch. Directs the Foundation to award scholarships in an annual nationwide competition to individuals (to be known as "Roosevelt Scholars") who are: (1) enrolled in or seeking admission to accredited full-time graduate studies that prepare them for occupations critical to the missions of federal agencies; and (2) nominated by persons that have direct knowledge of their academic or work experience. Sets the maximum scholarship amount at $60,000 for each of up to five academic years, covering tuition, room and board, books, materials, and fees. Requires Roosevelt Scholars to: (1) agree to serve in the federal government for a period of years equal to the number of academic years during which they received their scholarship; (2) complete a federal internship related to their studies while earning their degree; (3) participate in certain extracurricular activities designed to assist their pursuit of federal careers and development of leadership qualities; and (4) serve as sources of information regarding federal scholarship and employment opportunities. Establishes the Theodore Roosevelt Memorial Scholarship Trust Fund consisting of appropriations and gifts for such scholarships. Sets forth additional duties of the Foundation, including the creation of an online directory of all federal scholarship opportunities available to individuals pursuing federal employment and an online directory of current occupations critical to the missions of federal agencies. Amends the Internal Revenue Code to exclude Roosevelt Scholarships from gross income.

Timely Due Process for People with Disabilities Act of 2009 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to direct the Commissioner of Social Security to: (1) establish time frames, within specified limits, to ensure timely disability determinations; and (2) establish a program for the monitoring of disability determinations in reconsideration.

Encourages government agencies, civil groups, schools, businesses, and youth organizations to educate the public, showcase their accomplishments, and explore new partnerships during Crime Prevention Month.

Emergency Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Extends the Emergency Unemployment Compensation (EUC) program through December 31, 2010. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend through January 1, 2011: (1) federal-state agreements increasing regular unemployment compensation payments to individuals; and (2) requirements that federal payments to states cover 100% of EUC. Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional EUC, if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Railroad Unemployment Insurance Act to extend through December 31, 2010, the temporary increase in extended unemployment benefits for employees with 10 or more years of service and for those with less than 10. Makes additional appropriations to cover such cost. Amends the American Recovery and Reinvestment Act of 2009 to make additional appropriations to the Railroad Retirement Board to cover administrative expenses associated with such additional extended benefits. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require information entered into the data base of the National Directory of New Hires to be deleted 48 (currently, 24) months after its entry. Authorizes the Secretary of Health and Human Services (HHS) to permit federal departments and agencies or their agents to use data in each component of the Federal Parent Locator Service and information reported by employers to assess the effectiveness of federal programs in achieving positive labor market outcomes. Allows personal identifiers to be provided to such entities, subject to certain privacy provisions.

Medicare VA Reimbursement Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS), in cooperation with the Secretary of Veterans Affairs (VA), to establish a Medicare VA reimbursement program under which the HHS Secretary shall reimburse the VA Secretary, from the Medicare trust funds, for any item or service: (1) furnished to a Medicare-eligible veteran by a VA medical facility for the treatment of a non-service-connected condition; and (2) covered by Medicare or determined to be medically necessary by the VA Secretary. Requires the HHS Secretary to enter a memorandum of understanding with the VA Secretary concerning administration of the program. Specifies required conditions in the memorandum. Directs the Comptroller General to report to Congress on the program every three years. Declares the sense of Congress that the amount of funds appropriated to the VA for medical care in any fiscal year should not be reduced as a result of the implementation of the Medicare VA reimbursement program.

Expresses the sense of the House of Representatives that: (1) high school students should spend at least one week in September of their senior year learning about the U.S. Constitution, as knowledge of this country's founding document is critical to being an effective citizen; and (2) upon reaching voting age, high school seniors should demonstrate their understanding of the rights and responsibilities of citizenship by petitioning the government on an issue of importance to them.

FLTFA Reauthorization Act of 2009 - Amends the Federal Land Transaction Facilitation Act to reauthorize the program for the completion of appraisals and satisfaction of other legal requirements for the sale or exchange of public land identified for disposal under approved land use plans under the Federal Land Policy and Management Act of 1976. Makes the Act non-applicable to land eligible for sale under specified public land laws.

Child Care Criminal Background Check Act of 2009 - Amends the Child Care and Development Block Grant Act of 1990 to require child care providers that are licensed by a state or receive funds under the Child Care and Development Block Grant Program to: (1) obtain a comprehensive criminal background check of each employee who provides child care services, each applicant for employment, and each family child care provider who provides or applies to provide such services; and (2) refuse to employ individuals convicted of crimes of violence or crimes against children. Reduces by 10% allotments to states that fail to comply with the requirements of this Act.

Authorizes the Department of Defense (DOD), including combatant commands and Regional Centers, to: (1) provide material and personnel support to assist in the planning and execution of the Ocean for Life Program of the National Marine Sanctuaries under the National Oceanic and Atmospheric Administration (NOAA); and (2) pay all or a portion of the costs for citizens of the United States and foreign nationals to participate in the Program. Allows amounts available to the Regional Centers from the DOD "Voice" programs to be used to make those payments.

Alzheimer's Breakthrough Act of 2009 - Authorizes appropriations for conducting and supporting research on Alzheimer's disease in FY2010-FY2014. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within the National Institutes of Health (NIH); (3) ensure that Alzheimer's disease is maintained as a high priority for NIH's neuroscience initiative; and (4) conduct and support cooperative clinical research regarding Alzheimer's disease. Requires the Director to conduct research related to: (1) the early detection, diagnosis, and prevention of Alzheimer's disease and its potential precursors; (2) early onset Alzheimer's disease and related dementias; (3) the relationship of vascular disease and Alzheimer's disease; and (4) interventions designed to help caregivers and improve patient outcomes. Authorizes the Director to establish a National Alzheimer's Coordinating Center to facilitate collaborative research among the Alzheimer's Disease Centers and Alzheimer's Disease Research Centers. Expands the research of Alzheimer's Disease Centers to include outcome measures and disease management. Directs the Secretary of Health and Human Services (HHS) to convene a National Summit on Alzheimer's Disease. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct activities related to risk factors and early recognition of Alzheimer's disease and other dementias. Requires the Secretary, acting through the Administration on Aging, to award a cooperative grant for the establishment and operation of an Alzheimer's Call Center. Extends and expands demonstration projects relating to Alzheimer's disease.

Student Breakfast and Education Improvement Act of 2009 - Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to award competitive grants to state or local educational agencies (LEAs) for the establishment or enhancement of school breakfast programs at, and through the provision of subgrants to, schools where at least 65% of the students are eligible for free or reduced-price school lunches under the school lunch program. Authorizes schools to use the school breakfast subgrants to: (1) increase the quantity of local or fresh food available under their programs; (2) provide nutrition education and first-hand knowledge of food systems to students; (3) extend the period during which breakfast is available, including during the school day; (4) increase participation in their breakfast programs, including through the provision of universal free breakfasts; or (5) collaborate with institutions of higher education or other research entities in compiling data and reports on their breakfast programs. Gives priority to subgrant applicant schools at least 75% of whose students are eligible for free or reduced-price school lunches and which intend to use the funds to procure local produce, provide universal free breakfasts, or provide breakfast during the school day. Directs grantees, at least 180 days before the end of a grant term, to evaluate whether it would be cost-effective for subgrantee schools to provide universal free breakfasts under the school breakfast program.

Federal Internship Improvement Act - Directs the head of each federal agency operating an internship program to: (1) appoint an internship coordinator within the agency; and (2) make publicly available on the Internet such coordinator's name and contact information and information regarding application procedures and deadlines for the program. Directs the Office of Personnel Management (OPM) to: (1) make publicly available on the Internet links to the websites where such information is displayed; and (2) establish and maintain a centralized electronic database that contains the names, contact information, and relevant skills of individuals who have completed or are nearing completion of an internship program and are currently seeking full-time federal employment. Authorizes agencies to make noncompetitive appointments leading to conversion to term, career, or career-conditional employment of individuals who have completed an internship program. Permits an intern appointed to term employment to subsequently be converted noncompetitively to a career or career-conditional appointment before the term appointment expires. Directs each agency to report to OPM annually on its internship program.

Military Family Leave Act of 2009 - Entitles an employed family member of a member of the Armed Forces who receives notification of a call or order to active duty in support of a contingency operation, or who is deployed in connection with a contingency operation, to two workweeks of leave per year for each family member who is so called or deployed. Allows such leave to: (1) be taken intermittently or on a reduced leave schedule; and (2) consist of paid or unpaid leave, as the employer considers appropriate. Allows an employer to require certification of entitlement to such leave within a leave request. Provides employment and benefits protection for employees upon their return from such leave. Prohibits an employer from interfering with or otherwise denying the exercise of such leave rights.

Strengthen and Unite Communities with Civics Education and English Skills Act of 2009 - Amends the Adult Education and Family Literacy Act (the Act) to allow state leadership activities grants to be used to provide technical assistance to faith and community-based organizations desiring grants under the Act. Directs the National Institute for Literacy to: (1) disseminate information regarding integrated English literacy, U.S. history, and civics education programs; and (2) study the effectiveness of distance learning or self-study programs for English language learners. Makes integrated English literacy, U.S. history, and civics education programs eligible for assistance under the Secretary of Education's national leadership activities program. Requires the Secretary to award grants to states for integrated English literacy, U.S. history, and civics education programs, with each state's grant amount tied to the size and growth of their recent immigrant population. Amends the Act and the Elementary and Secondary Education Act of 1965 to replace references to individuals of limited English proficiency with references to English language learners. Amends the Internal Revenue Code to provide: (1) tax credits to teachers of English language learners; (2) tax deductions for the expenses of becoming certified as such teachers; and (3) tax credits for employers' expenses in making adult education and literacy services available to their employees. Requires the Commissioner for Education Research of the National Center for Education Research to establish a national research and development center for adult education and literacy, or include adult education if a center for adult literacy has already been established. Establishes the Presidential Award for Business Leadership in Promoting United States Citizenship to be awarded to companies and other organizations that make extraordinary efforts in assisting their employees and members to learn English and increase their understanding of U.S. history and civics. Renames the Office of Citizenship within U.S. Citizenship and Immigration Services of the Department of Homeland Security the Office of Citizenship and Immigrant Integration (the Office). Includes among its functions, furthering the integration of immigrants into this country. Permits the Office to accept donations in support of its activities. Authorizes the Chief of the Office to provide grants to states to: (1) form State New American Councils to develop and implement comprehensive immigrant introduction plans and disseminate information pertaining to effective English acquisition and civics education programs; and (2) award subgrants, through such Councils, to local governments to assist them in integrating immigrants into communities pursuant to such plans. Establishes a New Citizens Award program authorizing the President to present a medal to up to 10 new citizens per year who make an outstanding contribution to this country.

Women's Health Office Act of 2009 - Amends the Public Health Service Act to establish an Office on Women's Health within the Office of the Secretary of Health and Human Services. Requires the Secretary, acting through the Director of the Office, to establish: (1) a Department of Health and Human Services Coordinating Committee on Women's Health; and (2) a National Women's Health Information Center. Transfers the functions of the Office on Women's Health of the Public of Health Service to the Office on Women's Health within the Department of Health and Human Services (HHS). Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to establish separate Offices of Women's Health within the Office of the Director of the Centers for Disease Control and Prevention (CDC), the Office of the Administrator of the Health Resources and Services Administration (HRSA), and the Office of the Commissioner of the Food and Drug Administration (FDA), and an Office of Women's Health and Gender-Based Research within the Office of the Director of the Agency for Healthcare Research and Quality (AHRQ). Directs the lead officers of each Office of Women's Health to establish goals, provide information on women's health activities, and establish a Coordinating Committee on Women's Health within their respective agencies. Prohibits termination, reorganization, or transfers of powers and duties of any federal office of women's health or appointive position with primary responsibility over women's health issues without adoption of a joint resolution of approval.

Student Aid and Fiscal Responsibility Act of 2009 - Amends the Higher Education Act of 1965 to increase the maximum Pell Grant amount and tie future increases to increases in the Consumer Price Index, plus 1%. Increases funding for the College Access Challenge Grant program. Creates two new competitive grant programs that: (1) assist states, educational entities, and nonprofit organizations in implementing innovative programs that promote students' persistence in, and completion of, postsecondary education; and (2) assist states in developing information systems to track student progress in graduating and finding employment. Extends funding for grants to historically Black colleges and universities and other minority-serving institutions. Authorizes additional funding for Cooperative Education programs that provide students with alternating or parallel periods of study and employment. Alters title IV student aid need analyses, including by establishing an asset cap for need-based aid and excluding employee pension benefit plans from assets. Preserves the student aid eligibility of students convicted of possessing, rather than selling, controlled substances. Prohibits any new loans from being made or insured under the part B Federal Family Education Loan program after June 2010. Directs the Secretary of Education to award loan servicing contracts under the part D Direct Loan program to not-for-profit servicers that meet federal standards and agree to service such loans at competitive market rates. Makes graduate and professional students ineligible for subsidized Direct Stafford loans after June 2015. Establishes variable interest rates on Direct Loans made to undergraduate students after June 2012. Replaces the Perkins Loans program under part E, after June 2010, with a Direct Perkins Loans program under part D that provides loans that continue to carry a 5% interest rate, but have terms and conditions similar to those on Direct Unsubsidized Stafford loans. Requires the Secretary of Education to make: (1) grants to states and, through them, local educational agencies (LEAs) for the modernization, renovation, or repair of public schools; (2) grants to LEAs in Louisiana, Mississippi, and Alabama for the construction, modernization, renovation, or repair of public schools, on the basis of each LEA's share of school damage inflicted by Hurricane Katrina or Rita; and (3) grants to states for the construction, modernization, renovation, or repair of community college facilities. Directs grantees to use specified portions of such funding for construction, modernization, renovation, or repair that meets certain environmental or energy standards. Directs the Secretary to establish an Advisory Council on Green, High-Performing Schools to provide the Secretary with advice on the academic, health, energy, and environmental impact of such schools and assistance in facilitating their creation. Requires the Secretary to award competitive: (1) Quality Pathways grants to states to implement quality initiatives that increase the number of disadvantaged children in high-quality early learning programs and improve program oversight; and (2) Development grants to states to develop the components of a standards-based early learning system that will allow them to compete for Quality Pathways grants. Establishes two new competitive grant programs for states and junior and community colleges to improve graduation rates and employment-related outcomes for junior and community college students through activities that: (1) facilitate the transfer of credits between schools; (2) enhance student support services; and (3) blend academics and job training in a manner that equips students for high-wage occupations in high-demand industries. Authorizes the Secretary to fund the creation of: (1) free high-quality online training, high school, and postsecondary courses; (2) a Learning and Earning Research Center to research and evaluate junior and community colleges; and (3) cooperative agreements among states to develop, implement, and expand junior and community college longitudinal data systems.

Young Adults Financial Literacy Act - Authorizes the Secretary of the Treasury to make competitive grants to, and enter contracts with, eligible institutions to establish centers of excellence to support research, development and planning, implementation, and evaluation of effective programs in financial literacy education for young adults and families ages 15-24 years old. Defines "eligible institution" as any partnership consisting of an institution of higher education and any of the following: (1) one or more local educational agencies; (2) a nonprofit agency, organization, or association; (3) a community-based organization; or (4) a financial institution.

Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office (CBO), upon a request by the chairman or ranking minority member of either congressional budget committee, to determine if a proposed measure would result in reductions in budget outlays in budgetary outyears through the use of preventive health and preventive health services. Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions. Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.

Twenty-first Century Communications and Video Accessibility Act of 2009 - Amends the Communications Act of 1934 to define: (1) "disability" to have the meaning given the term under the Americans with Disabilities Act of 1990; (2) "advanced communications" as interconnected VoIP (Voice over Internet Protocol) service, non-interconnected VoIP service, electronic messaging, and video conferencing; and (3) other specified terms. Requires that equipment providing advanced communications via a built-in speaker provide an internal means for hearing aid use. Redefines "telecommunications relay services." Requires interconnected and non-interconnected VoIP providers to contribute to the Telecommunications Relay Services Fund. Requires, unless it would be an undue burden (significant difficulty or expense), that equipment and services for advanced communications be usable by individuals with disabilities. Requires, if that requirement is an undue burden, that the equipment or service be compatible with existing commonly used peripheral devices or specialized customer equipment, unless that requirement would be an undue burden. Establishes an accessible products and services clearinghouse that is publicly available. Authorizes Lifeline and Link Up programs and other federal universal service support mechanisms to be used for those telecommunications services, Internet access services, and advanced communications that are needed by individuals with disabilities. Defines as eligible for universal service support certified programs that distribute equipment to make telecommunications service, Internet services, and advanced communications accessible by deaf-blind individuals. Requires every provider of Internet access service and every manufacturer of Internet access equipment, unless it would be an undue burden, to make user interfaces accessible to individuals with disabilities. Requires that apparatus that receives or plays back video programming and has a picture screen of any size be capable of decoding closed captioning, transmitting and delivering video description, and conveying emergency information. (Current law: (1) requires closed caption decoders only for apparatus having a picture screen that is at least 13 inches; and (2) does not require video description or emergency information conveyance capability.) Requires that apparatus to record video programming retain and pass through closed captions and video descriptions. Ratifies and considers in full force and effect the Federal Communications Commission's (FCC's) video description regulations contained in a specified Report and Order. Defines, for certain portions of this Act, "video programming" as including programming distributed over the Internet or by other means. Requires video programming owners, providers, and distributors to convey emergency information accessibly to blind or visually-impaired individuals. Requires that apparatus to receive or play back video, including using the Internet, allow control by individuals with disabilities and that on-screen menus be accompanied by integrated or peripheral audio output to enable control by blind or visually impaired individuals. Requires each provider or owner of video programming and each multichannel programming distributor to ensure that video programming information and selection provided by means of a navigational device, guide, or menu is accessible in real-time by individuals with disabilities who are unable to read the visual display.

Health Equity and Accountability Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Agency for Healthcare Research and Quality, to establish the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Provides for health care workforce diversity activities, including the establishment of: (1) a national working group on workforce diversity; (2) an aggregated database on health professional students; and (3) the Advisory Committee on Health Professions Training for Diversity. Requires health-related programs of the Department of Health and Human Services (HHS) to collect data on race, ethnicity, primary language, and sexual orientation. Directs each federal health agency to implement a strategic plan to eliminate disparities on the basis of race, ethnicity, and primary language and improve the health and health care of minority populations. Prohibits discrimination under any health care service or research program or activity receiving federal financial assistance on the basis of sex, race, color, national origin, sexual orientation, gender identity, or disability status. Requires the establishment of: (1) an Office of Health Disparities within the Office of Civil Rights; (2) civil rights compliance offices in HHS agencies that administer health programs; and (3) an Office of Minority Health within specified agencies. Reestablishes the Indian Health Service within the Public Health Service of HHS to be administered by the Assistant Secretary of Indian Health. Directs the President to execute, administer, and enforce provisions to address environmental justice in minority and low-income populations. Health Empowerment Zone Act of 2009 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Sets forth programs to reduce health disparities, including by: (1) expanding the Minority HIV/AIDS initiative; (2) establishing the Rural Health Quality Advisory Commission; and (3) revising eligibility requirements for federal assistance programs with respect to individuals lawfully present in the United States. Lung Cancer Mortality Reduction Act of 2009 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2015. Provides for research and other activities with respect to diabetes in minority populations.

Global Wildlife Conservation, Coordination, and Enhancement Act of 2009 - Directs the Secretary of the Interior to establish within the United States Fish and Wildlife Service an Institute for International Wildlife Conservation, headed by an Assistant Director for International Wildlife Conservation. Directs the Assistant Director to create, submit to specified congressional committees, and publish in the Federal Register an International Wildlife Conservation Action Plan. Directs the Secretary, through the Institute, to: (1) coordinate international conservation efforts and enhance wildlife species conservation; (2) carry out a Wildlife Without Borders Program to provide international wildlife conservation assistance; (3) develop and conduct a multifaceted program to increase public understanding and appreciation of global wildlife resources and biodiversity, the threats confronting wildlife populations globally, and activities that can be undertaken to address specified threats; (4) develop and implement an educational outreach program to increase public awareness of international wildlife conservation; (5) provide fellowships to U.S. and foreign students in disciplines related to fish and wildlife conservation; and (6) establish a Center for International Wildlife Recovery Partnerships. Authorizes the Assistant Director to establish a Global Wildlife Conservation Advisory Committee to advise the Secretary on international wildlife conservation programs. Establishes: (1) an International Wildlife Conservation Fund in the Treasury; and (2) a Global Wildlife Coordination Council to assist other nations in preserving and managing wildlife resources and their habitats. Directs the Secretary, through the Office of Law Enforcement of the Wildlife Service, to strengthen and enhance law enforcement efforts relating to wildlife conservation and trade.

Families for Orphans Act of 2009 - Establishes within the Department of State the Office for Orphan Policy Diplomacy and Development which shall support: (1) the preservation and reunification of families; and (2) the provision of permanent parental care for orphans. Directs the President to establish the Policy Coordinating Committee which shall monitor and support international efforts in family preservation, family reunification, and permanent parental care for orphans. Authorizes the President to provide assistance to foreign countries: (1) for family preservation, family reunification, and orphan care efforts; and (2) to meet minimum standards required for such assistance. Authorizes the Secretary of State to make grants to nongovernmental agencies to promote permanent parental care for orphans. Directs the Secretary to: (1) initiate a study to identify global best practices for preserving and reunifying families and providing permanent parental care for orphans; and (2) carry out a global best practices pilot program.

Expresses support for the goals and ideals of the second annual National Clinicians HIV/AIDS Testing and Awareness Day. Encourages: (1) primary care physicians and other clinicians nationwide to become actively involved in HIV/AIDS awareness, testing, treatment, and referral services; and (2) individuals to get tested for HIV and educate themselves about the prevention and treatment of HIV/AIDS.
