Ryan White CARE Reauthorization Act of 1994 - Amends the Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (title XXVI of the Public Health Service Act) to limit the grant program for emergency relief for areas with substantial need for services to eligible areas with a population of at least 500,000 individuals. Requires an HIV health services planning council (which advises on the distribution of such grants) to be reflective of the demographics of the human immunodeficiency virus (HIV) epidemic in an eligible area, with particular consideration given to disproportionately affected and historically underserved groups. Revises the method of distributing such grants and extends authorized appropriations for them until FY 2000. Revises the care grant program that makes funds available for individuals and families with the HIV disease. Authorizes the award of supplemental grants to eligible entities to enhance community-based care, treatment, and supportive services through the development and operation of consortia and innovative approaches. Extends authorized appropriations for such grant program through FY 2000. Requires the establishment of grievance procedures to address allegations of egregious violations of title XXVI of the Public Health Service Act. Directs the Secretary of Health and Human Services to coordinate the planning and implementation of Federal HIV programs to facilitate the development of a complete continuum of HIV-related services for individuals with HIV disease and those at risk of such disease. Extends authorized appropriations for early intervention services until FY 2000. Extends authorized appropriations until FY 2000 for grants for coordinated services and access to research for children, youth, women, and families (formerly known as demonstration grants for research and services for pediatric patients regarding acquired immune deficiency syndrome). Makes appropriations available for special projects of the national significance program to award direct grants to public and nonprofit private entities to fund special programs for the care and treatment of individuals with HIV disease.

George Washington Boyhood Home Commemorative Coin Act of 1994 - Directs the Secretary of the Treasury to issue one-dollar silver coins emblematic of a profile of George Washington and a depiction of his xboyhood home. Declares that all surcharges received from coin sales shall be paid to the George Washington Boyhood Home Foundation.

Amends the Railway Labor Act to apply its provisions regarding railway labor practices to flight crew members (excluding ground operations performed by non-flight crew members) employed by air carriers who perform their duties in whole or in part outside of the United States.

Family Service Center Act of 1994 - Authorizes the Secretary of Health and Human Services to authorize States to conduct demonstration projects to coordinate the administration of services to needy families with children, including: (1) Aid to Families With Dependent Children (AFDC); (2) child support enforcement; (3) the food stamp program; (4) the Special Supplemental Food Program for Women, Infants, and Children (WIC); (5) the maternal and child health block grant program; (6) Medicaid; (7) substance abuse treatment programs; (8) JOBS programs under the Job Training Partnership Act; (9) mental health programs; (10) housing programs; (11) programs for the developmentally disabled; and (12) other State programs offering services for children, youth, or needy families with children. Requires the Secretary to ensure that, as a group, such demonstration projects serve urban, rural, and linguistically and culturally diverse clients and include the broadest possible range of services. Specifies other program requirements. Requires the Secretary to make three-year grants (renewable for another three years) to States to carry out such a project. Requires each State conducting a demonstration project to report to the Secretary on: (1) Federal, State, and local administrative policies and laws identified as impediments to the coordination of the delivery of services to needy families with children; and (2) measures the State has taken or intends to take to eliminate or reduce such impediments.

Water Desalination Act of 1994 - Authorizes the Secretary of the Interior to award grants and enter into contracts to conduct, encourage, and assist in the financing of research to develop processes for converting saline or contaminated water into water suitable for beneficial uses. Directs the Secretary to recommend desalination projects to the Congress and to conduct a demonstration and development program for water desalination and related activities. Limits Federal funding for projects to 50 percent of the total cost. Authorizes appropriations.

Northern Marianas Delegate Act - Requires the Commonwealth of the Northern Mariana Islands to be represented in the Congress by the Resident Representative authorized by the Covenant to Establish a Commonwealth of the Northern Mariana Islands in Political Union with the United States of America. Provides that the Resident Representative shall be a nonvoting Delegate to the House of Representatives. Sets forth requirements for the election of the Delegate. Requires a candidate for the office of Delegate to: (1) be at least 25 years of age on the date of the election; (2) have been a U.S. citizen for at least seven years prior to the date of the election; (3) be an inhabitant of the Northern Mariana Islands; and (4) not be a candidate for any other office. Grants the Delegate the same compensation, allowances, and benefits as a Member of the House and entitles the Delegate to privileges and immunities granted to nonvoting House of Delegates.

Smithsonian Institution Sesquicentennial Commemorative Coin Act - Directs the Secretary of the Treasury to issue five-dollar gold coins and one-dollar silver coins emblematic of the scientific, educational, and cultural significance of the Smithsonian Institution. Mandates that: (1) all but a certain portion of surcharges received from coin sales be paid by the Secretary to the Smithsonian Institution to support programming related to the 150th anniversary and general activities of the Smithsonian Institution; and (2) a certain portion of such surcharges be dedicated to supporting the operation and activities of the National Numismatic Collection at the National Museum of American History.

Declares that it is the sense of the House of Representatives that: (1) one of the principal purposes of health care reform should be to ensure that medically underserved populations are provided adequate access to health services; (2) the reform should require that each health plan make provider agreements with specified types of individuals, institutions, and entities; and (3) the reform should require that those individuals, institutions, and entities provide services in the most appropriate language and cultural context.

Guam War Restitution Act - Amends the Organic Act of Guam to apply this Act to Guamanians who did not meet the one-year time limitation for filing of death or personal injury claims specified in a certain Act or who suffered other compensable injuries if such Guamanians, their heirs, or next of kin meet the eligibility, time limitation for filing, and other criteria set forth in this Act. Defines "compensable injury" as one of the three following categories of injury incurred during, or as a result of, World War II: (1) death; (2) personal injury; or (3) forced labor, forced march, or internment. Authorizes the Secretary of the Interior to render final decisions concerning claims for awards and benefits under this Act. Sets forth eligibility requirements. Makes awards available to Guamanians who personally received the compensable injury or to their heirs or next of kin in claims for death. Makes benefits available to Guamanians who are heirs or next of kin of the decedent Guamanian who received the compensable injury and who died after September 2, 1945. Requires payment of the award or benefit relating to death to be prorated among the heirs or next of kin claiming for the same death, as provided in the Guam probate laws. Establishes the Guam Restitution Claims Fund, the Guam Restitution Trust Fund, and the Guam Restitution Trust Fund Board of Directors. Permits the Board to make disbursements from the Trust Fund only: (1) to sponsor research and public educational activities relating to Guamanian wartime experiences; (2) to disburse funds as benefits to eligible claimants through a revolving fund for purposes such as post-secondary scholarships and first-time home ownership loans; and (3) for administrative expenses. Limits any remuneration on account of services rendered on behalf of any claimant in connection with any claim to five percent of the amount paid on such claim. Prescribes penalties for violations of such limit. Authorizes appropriations.

Expresses the sense of the Congress that: (1) the President should seek an international agreement prohibiting the production, possession, transfer, and use of antipersonnel landmines; and (2) a moratorium by the United States on the purchase and production of antipersonnel landmines would encourage other nations to adopt similar measures. Prohibits the U.S. Government from purchasing or producing such landmines effective 90 days after this Act's enactment date. Continues such moratorium for one year from this Act's enactment date. Urges the President to encourage other nations which are major producers of such landmines to adopt similar moratoria. Authorizes the President to extend the moratorium if other nations have adopted similar moratoria. Authorizes appropriations to the Department of Defense for: (1) humanitarian activities relating to the clearing and disarming of landmines and the protection of civilians from landmines; and (2) contributions to United Nations funds and nongovernmental organizations to support such activities. Directs the Administrator of the Agency for International Development and the Secretary of State to submit to the Congress a quantitative and qualitative analysis of the social, economic, and environmental costs and effects of antipersonnel landmines. Requires the Secretary of Defense to report to the Congress on the total number of members of the armed forces killed or wounded by antipersonnel landmines during World War II, the Korean conflict, the Vietnam era, and the Persian Gulf War.

Employment Non-Discrimination Act of 1994 - Prohibits employment discrimination on the basis of sexual orientation by covered entities, including employing authorities of the House of Representatives, employing offices of the Senate, and instrumentalities of the Congress. Declares that: (1) this Act does not apply to the provision of employee benefits for the benefit of an employee's partner; and (2) a disparate impact does not establish a prima facie violation of this Act. Prohibits quotas and preferential treatment. Declares that this Act does not apply to: (1) religious organizations (except in their for-profit activities); (2) the armed forces; or (3) laws creating special rights or preferences for veterans. Provides for enforcement. Disallows State and Federal immunity. Allows recovery of attorney's fees. Prohibits retaliation and coercion. Requires posting notices for employees and applicants.

Amends the Harmonized Tariff Schedule of the United States to extend, through December 31, 2006, certain provisions relating to verification of wages and issuance of duty refund certificates to insular producers in the U.S. Virgin Islands, Guam, and American Samoa. Amends the Tariff Act of 1930 to subject to a civil fine any person involved in the importation of merchandise that has been seized because it bears a counterfeit American trademark.

African Conflict Resolution Act - Authorizes the President to provide assistance to: (1) strengthen the conflict resolution capabilities of the Organization of African Unity and subregional organizations established by countries in Subsaharan Africa; (2) provide for demobilizations of armed forces in Subsaharan African countries and for the retraining for civilian occupations of demobilized military personnel; and (3) nongovernmental organizations engaged in mediation and reconciliation efforts in Africa. Earmarks funds for such purposes from foreign assistance funds allocated for Subsaharan Africa. Authorizes the President to establish a program to provide education and training in conflict resolution and peacekeeping for civilian and military personnel of countries in Subsaharan Africa. Makes foreign assistance funds for military education and training available for such program.

Authorizes appropriations for the Government of the Northern Mariana Islands for capital infrastructure for FY 1995 and 1996 notwithstanding specified provisions of the December 1992 Agreement of the Special Representatives on Future Federal Financial Assistance for the Northern Mariana Islands. Makes such funding available only to the extent that matching funds are provided by such government on a project-by-project basis. Repeals a provision that requires direct grant assistance to the Northern Mariana Islands, upon expiration of the period of Federal financial assistance, to continue at the annual level provided for the last fiscal year of the additional period of seven years.

Requires the display of the National League of Families POW/MIA flag at: (1) all national cemeteries and the National Vietnam Veterans Memorial on May 30, 1994 (Memorial Day), September 16, 1994 (National POW/MIA Recognition Day), and November 11, 1994 (Veterans Day); and (2) the White House and the buildings containing the primary offices of the Secretaries of State, Defense, and Veterans Affairs and the Director of the Selective Service System on September 16, 1994 (National POW/MIA Recognition Day).

Veterans' Persian Gulf War Benefits Act - Directs the Secretary of Veterans Affairs to: (1) develop and expeditiously implement a uniform case assessment protocol that will ensure thorough assessment, diagnosis, and treatment of all Persian Gulf War veterans suffering from illnesses attributed to service in the Persian Gulf theater of operations during the Persian Gulf War; (2) expedite efforts to develop case definitions or diagnoses for illnesses associated with such service; and (3) develop and implement a comprehensive outreach program to inform such veterans and their families of health-care services, including comprehensive medical evaluations, that may be available through the Department of Veterans Affairs or the Department of Defense. Directs the Secretary to pay compensation to Persian Gulf War veterans suffering from a chronic disability resulting from an undiagnosed illness that became manifest to a degree of ten percent or more within one year after completion of active duty in the Gulf War, with exceptions. Terminates compensation payments three years after the date of enactment of this Act. Authorizes appropriations to the Department of Veterans Affairs for: (1) FY 1995 through 1997 for conducting research of the health risk and effects of service during the Gulf War and the treatment of such effects; and (2) FY 1995 for a survey of Persian Gulf veterans as to the incidence and nature of health problems occurring in such veterans and their families.

Expresses the sense of the Congress that any legislation enacted to provide for national health care reform should: (1) prohibit the denial of health insurance coverage to, or limitation of coverage or benefits for, any individual or family on the basis of a preexisting medical condition; (2) prohibit charging an unreasonable amount for such coverage and benefits on the basis of a preexisting medical condition; and (3) include among the individuals and families protected by such prohibitions those who wish to acquire health insurance coverage and benefits from an entity other than their current health care provider.

Low-Income Housing Incentive Act - Requires a General Accounting Office study regarding public housing demolition and disposition and the need for larger public housing dwelling units. Directs the Secretary of Housing and Urban Development to carry out a five-year demonstration assistance program to State housing agencies for development of affordable rental housing. Requires participating housing agencies to carry out qualifying affordable housing incentive loan programs. Authorizes appropriations. Amends the United States Housing Act of 1937 to: (1) merge the section 8 certificate and voucher programs into a new low-income housing program; and (2) temporarily exclude from eligibility determinations income increases resulting from employment of previously unemployed family members.
