The draft law submitted for ratification is the Council of Europe's foreign agreement regulating issues related to the establishment and activities of the administrative committee of the special tribunal for the crime of aggression committed against Ukraine.
In July of this year, Ukraine and the Council of Europe agreed on the creation of a special tribunal for the crime of aggression under the auspices of the Council of Europe.
The Special Tribunal is an international court with jurisdiction to investigate and try Russian crimes of aggression over persons, including the top management of the Russian Federation, even after the end of their term of office. The tribunal has the right to punish persons convicted of crimes of aggression in accordance with international law.
Estonia has participated in the preparatory work of the special tribunal since 2022, being part of the core group of 40 countries, which also included representatives of the European Union and the Council of Europe. The core group finished work in the spring of 2025, preparing the drafts of the basic documents necessary for the tribunal.
Ukraine submitted the documents related to the tribunal to the Council of Europe on May 14, 2025, after which the Deputy Committee of Ministers (MAK) of the Council of Europe gave the authority to sign agreements with the tribunal and establish an administrative committee on June 24, 2025.
The agreement was signed by the Secretary General of the Council of Europe and the President of Ukraine on June 25, 2025, and ratified by the Ukrainian Parliament on July 15 2025.
Participation in the agreement entails the obligation to finance the special tribunal. EN's preliminary estimate for the annual cost of the special tribunal is 60-70 million euros, which will be shared among the states parties to the agreement. The agreement is open-ended, and the state's financial obligation will be long-term.

The purpose of the statement of the Riigikogu is to draw attention to the decades-long Russification policy towards many indigenous peoples of Russia, which has particularly intensified in recent years.
The statement condemns the Russification policy implemented by the authorities of the Russian Federation. The statement of the Riigikogu wishes to support the indelible right of self-determination of all peoples. The need to support the preservation of Russia's indigenous peoples and to introduce them is also emphasized their history, culture and situation around the world.
