Fixing Emergency Management for Americans Act of 2025 or the FEMA Act of 2025 This bill reestablishes the Federal Emergency Management Agency (FEMA) (currently within the Department of Homeland Security) as an independent, cabinet-level agency. It also makes broad changes to FEMA’s disaster and hazard mitigation assistance programs. The bill generally transfers FEMA’s current functions and authorities to the independent FEMA, except for certain security-related programs. The bill makes various changes to the Public Assistance program, including by establishing new grants for expedited funding to repair or replace disaster-damaged facilities, establishing block grants that recipients may choose instead of Public Assistance for smaller disasters, expediting and expanding uses of funding for emergency response and debris removal, and allowing use of excess administrative funds for increasing recipients’ disaster management capacity. The bill makes various changes to the Individual Assistance program, including by expanding eligibility for housing assistance, expanding mitigation and direct (non-financial) assistance for residences, reducing certain restrictions on funds duplicating program benefits, and establishing a unified disaster application system. The bill makes various changes to FEMA’s mitigation programs, including by establishing mitigation plans with preapproved projects, authorizing an entire Hazard Mitigation Grant Program grant to be provided before costs are incurred, changing pre-disaster mitigation assistance to noncompetitive formula grants, and allowing recipients to combine mitigation project funds from multiple federal programs. Additionally, federal entities must publish various information relating to disaster assistance and conduct various studies on related topics (e.g., preliminary damage assessments, fast-moving disasters, and government emergency alerting systems).

Hauling Exemptions for Livestock Protection Act or the HELP Act This bill exempts livestock hauling vehicles and the vehicle operators from hours of service and electronic logging device (ELD) requirements. The exemption applies to a hauling vehicle carrying livestock (i.e., livestock, insects, or aquatic animals) and to a vehicle that is picking up or returning from delivering livestock (i.e., an unladen vehicle). Under current law, Federal Motor Carrier Safety Administration rules limit how many hours most commercial truck drivers can drive and work and requires a vehicle to be equipped with an ELD, which tracks how long a vehicle has been driving. Limited exemptions exist, including for livestock hauling.

ePermit Act This bill establishes requirements related to digitizing environmental reviews conducted under the National Environmental Policy Act of 1969 (NEPA). The Council on Environmental Quality (CEQ) must develop, publish, and iteratively update data standards for the collection and curation of certain data related to environmental reviews. CEQ must also design, test, and build prototype tools for environmental reviews. Additionally, CEQ must publish guidance to assist relevant agencies in implementing such standards as well as certain minimum functional requirements, such as data sharing that enables automated transfer of relevant data among federal agencies. Federal agencies responsible for environmental reviews or authorizations must implement the data standards and such minimum functional requirements. To the maximum extent practicable, CEQ and such agencies must iteratively develop and maintain a unified interagency data system consisting of interconnected federal agency systems and shared services for environmental reviews and authorizations, including a common interactive, digital, cloud-based authorization portal. Within a year, CEQ must oversee a pilot of shared services for environmental reviews and authorizations, including the portal. To the maximum extent practicable, CEQ must develop and implement the unified interagency data system by December 1, 2027.

Fire Weather Development Act of 2025 This bill establishes programs and requirements related to wildfire forecasting, detection, and management, particularly with respect to communication and collaboration among officials and first responders. For example, the National Oceanic and Atmospheric Administration (NOAA) must establish a program to improve fire forecasting and service delivery through collaboration between federal, state, and local entities. The program must seek to improve the understanding and prediction of wildfires, the assessment of fire weather, and the timeliness of related communications with state and local officials. Under the program, NOAA may conduct research and development activities related to fire weather and environments, contract with private entities to obtain airborne and space-based data to support fire prediction and monitoring, and conduct pilot programs to test the use of unmanned aircraft systems (i.e., drones) for fire weather observations. The bill also establishes (1) an interagency committee to coordinate the development of wildfire forecasting and the delivery of related products and services to state and local officials; (2) a national advisory committee to offer recommendations on streamlining federal forecasting information, the management and activities of the interagency committee, and other topics; and (3) a fire weather testbed to enable engagement among governments and other stakeholders. The bill exempts emergency wildfire suppression work performed by incident meteorologists of the National Weather Service from certain premium pay limitations. Finally, the National Institute of Standards and Technology must publish recommendations for improving coordination of communications among first responders and fire management officials.

Highway Funding Flexibility Act of 2025 This bill effectively eliminates the National Electric Vehicle Infrastructure (NEVI) Formula Program and the Charging and Fueling Infrastructure (CFI) Discretionary Grant Program. Specifically, this bill requires states to use unobligated funds under these Department of Transportation (DOT) programs only for certain non-electric vehicle related projects. As background, on January 20, 2025, President Trump issued Executive Order 14154, Unleashing American Energy , which directed federal agencies to immediately pause the disbursement of funds for electric vehicle charging stations made available through the NEVI and CFI programs. Under this bill, states may use any of the unobligated funds from these programs for projects that include the construction or rehabilitation of a federal highway, the replacement or rehabilitation of bridges, improvements that reduce the number of wildlife-vehicle collisions (e.g., wildlife crossing structures), or parking for commercial motor vehicles. DOT must apportion any of its unobligated or future fiscal year funds from these programs to the states based on the current methodology for apportioning federal highway funds.

Chugach Alaska Land Exchange Oil Spill Recovery Act of 2025 This bill authorizes a land exchange between the Chugach Alaska Corporation (also known as Chugach, an Alaska Native regional corporation in southcentral Alaska) and the federal government. Specifically, if Chugach offers to convey to the Department of the Interior all right, title, and interest of Chugach in and to approximately 231,000 acres of subsurface estate within one year of the bill's enactment, then Interior must accept the offer and convey all right, title, and interest of the federal government in and to approximately 65,374 acres of fee simple land located in the Chugach region. (The Chugach region includes portions of land on the Kenai Peninsula and the coast of Prince William Sound in Alaska.) The bill directs Chugach to exclude from its conveyance to Interior all right, title, and interest in any land, not to exceed a total of 209 acres, for which a village corporation has retained development rights (other than timber development rights) or that has been designated for a shareholder homesite program.

Snow Water Supply Forecasting Reauthorization Act of 2025 This bill reauthorizes through FY2031 and modifies the Snow Water Supply Forecasting Program of the Bureau of Reclamation. Under the existing program, Reclamation implements activities to improve snowpack measurements used for water supply forecasts in certain western states. The bill directs Reclamation to incorporate, to the greatest extent practicable, information from technologies that provide complete integration of accurate, timely, and spatially complete snowpack measurements and models when determining water supply forecasts or allocations to federal water contractors. Additionally, the bill requires the program's framework to emphasize the deployment of technologies that provide integration of snowpack measuring and modeling. The bill also requires the program's focus—activities that maintain, establish, expand, or advance snowpack measurement and integrated modeling—to place an emphasis on (1) enhancing activities to achieve improved snow and water supply forecasting results that are more responsive to changing weather and watershed conditions, (2) real-time integration of measurement and modeling activities with water supply forecasts, (3) activities in river basins where measurements or modeling can produce snow and water supply data to inform water management decisions, and (4) building the capacity of the program partners to implement and adapt to the new measurement and forecast capabilities.

Protection for Reservation Occupants against Trafficking and Evasive Communications Today Act of 2025 or the PROTECT Act of 2025 This bill expands special tribal criminal jurisdiction (STCJ) to include certain controlled substance-related offenses and firearms offenses. It also allows tribal courts to execute warrants for electronic material. STCJ allows participating tribes to investigate, prosecute, convict, and sentence both Indian and non-Indian offenders who commit covered crimes in Indian country against Indian victims. Covered crimes currently include assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and a violation of a protection order. The bill expands STCJ to allow participating tribes to prosecute individuals for controlled substance-related offenses (i.e., drug trafficking, unlawful drug possession, or unlawful possession of drug paraphernalia) and firearms offenses (i.e., use or possession of a firearm in furtherance of a covered crime or by a person who has been convicted of domestic violence). Additionally, the bill allows participating tribes to exercise STCJ over a controlled substance-related offense or a firearms offense if neither the defendant nor the alleged victim is an Indian. (Currently, this exception only applies in cases of obstruction of justice or assault of tribal justice personnel.) The bill allows offenders convicted pursuant to STCJ to be incarcerated through the Bureau of Prisons Tribal Prisoner Program. The bill gives tribal courts the same authority as state courts to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.

Supersonic Aviation Modernization Act This bill directs the Federal Aviation Administration (FAA) to allow civil aircraft to operate at speeds above Mach 1 (i.e., supersonic) over land in the United States under certain conditions. Specifically, the FAA must issue or revise regulations to allow for the operation of civil aircraft at speeds greater than Mach 1 in the national airspace system without a special authorization, so long as no sonic boom reaches the ground in the United States. The FAA must also issue a final rule to establish noise standards that prohibit civil aircraft operating at speeds greater than Mach 1 from exceeding takeoff and landing noise levels required for subsonic aircraft (i.e., aircraft that operate at speeds that do not exceed Mach 1). As part of the rule, the FAA must specify a process to periodically review and update the noise standards to reflect future advances in aircraft noise reduction technology and regulatory changes. Current regulations prohibit civil aircraft from operating above Mach 1 speeds over land in the United States without a special flight authorization issued by the FAA.
