PUBLIC INTEREST IMMUNITY CERTIFICATES AND THE TRIAL OF SAMAR ALAMI AND JAWAD BOTMEH

United Kingdom · UK Parliament · 16 December 2004

That this House notes that Samar Alami and Jawad Botmeh have always protested their innocence and that their 1996 conviction in relation to the 1994 bombings of the Israeli Embassy and Balfour House has been widely questioned; also notes the unanswered questions about the bombings, including the identity of the bombers; further notes that the prosecution scenario of an intelligence vacuum contrasts with the Israeli and British authorities having received contemporaneous prior warnings about imminent attacks by parties unrelated to Samar or Jawad; further notes that the disclosure process has been plagued by the repeated use of public interest immunity certificates and by human errors conceded by the prosecution, police, M15 and M16, resulting in crucial information being withheld from the trial judge; notes Amnesty International's concern that the pair were denied their right to a fair trial; further notes that the United Kingdom Government has received official representations from many politicians and Arab governments on this case; believes that winning the war against terror and the United Kingdom's reputation are ill-served by jailing the wrong people and leaving the actual bombers free, and calls on the Government to re-open the investigation, make its results publicly known and address the human errors so that justice is done and seen to be done.

HUMAN RIGHTS IN TURKEY

United Kingdom · UK Parliament · 21 December 2000

That this House is deeply concerned about reports that Turkish security forces have stormed several prisons in response to a hunger strike by over 200 prisoners resulting in numerous injuries and the deaths of at least six prisoners; supports the demands of Amnesty International for an immediate end to the use of excessive force, torture and ill-treatment of prisoners and the setting up of a full independent and impartial investigation into all instances where individuals have been killed or wounded in the operation, the results of which should be made public; calls upon the Turkish authorities to allow victims' lawyers to observe autopsies and to visit their clients in prison or in hospital, while ensuring that the wounded receive medical treatment and independent supervision and observation; shares Amnesty International's concern about reports of mass arrests of the protestors' supporters and reports of ill-treatment and torture; and believes that such actions by the Turkish Government and persistent abuses of human rights make Turkey an unsuitable candidate for membership of the European Union.

PAY IN THE NHS

United Kingdom · UK Parliament · 11 December 2000

That this House notes that for the past two years NHS professional, technical and scientific staff outside the Pay Review Body have received pay increases less than those awarded to comparable staff within the Pay Review Body; and calls upon the Secretary of State to take steps to remedy that situation in the next pay round to avoid an adverse impact on the services these staff provide and clarify precisely which NHS professions and related grades will move to Pay Review Body status, in order to help stem declining morale and help retain these skills for the NHS.

OLDER PEOPLE AND THE NHS COMPLAINTS SYSTEM

United Kingdom · UK Parliament · 11 December 2000

That this House welcomes the new 'Speaking Out' report compiled by Age Concern highlighting the failings of the NHS complaints system in relation to older people; calls on the Government to act on older people's concerns by reforming the system to ensure that the health service learns from its mistakes, that the system is made more accessible, that there will be no recriminations against those who complain and that complainants have access to independent support; and urges the Government to acknowledge that if it develops a complaints system which respects and acts on the views of older people, it will help to build a health service which is better for all.

COMPENSATION FOR RAIL PASSENGERS

United Kingdom · UK Parliament · 27 November 2000

That this House is appalled that the train operating companies which have received compensation from Railtrack for the recent disruptions, may not, for fear of fraud, compensate customers who hold daily or weekly tickets but who have still been badly inconvenienced by unreliable, over-crowded and uncomfortable services; further believes that the train operating companies should allow customers to prove with their bank and credit card statements or letters of verification from their employers that they have travelled; and urges the train operating companies to alter the national conditions of carriage so that future compensation packages do not make second class citizens out of many of their poorly served passengers.

ABDULLAH OCALAN AND HUMAN RIGHTS IN TURKEY

United Kingdom · UK Parliament · 20 November 2000

That this House notes that the European Court of Human Rights has commenced consideration of the case of Abdullah Ocalan against Turkey, which involves alleged breaches of Articles 2, 3, 5, 6, 7, 8, 9, 10, 13, 14, 18 and 34 of the European Convention on Human Rights, that the European Court of Human Rights has passed numerous judgments against Turkey concerning the right to life (Article 2), prohibition of torture (Article 3), right to a fair trial (Article 6), right to an effective remedy (Article 13) and freedom of expression (Article 10); further notes that the European Union has recently published its Draft Accession Agreement with Turkey which calls upon the Turkish state to abolish the death penalty as part of the accession process, that Turkey has not ratified Protocol 6 to the European Convention, expresses concern about the continued disregard for human rights, hopes that the Ocalan case will highlight the gross human rights violations committed by the Turkish state against Kurds and other minorities; believes that there can be no place for Turkey in the European Union until it has fully ratified and implemented the European Convention on Human Rights, ending its oppression of the Kurdish population; and calls upon Her Majesty's Government and the European Union to urge Turkey to recognise the PKK ceasefire, and the PKK's willingness to discuss a solution to the conflict within the borders of the Turkish state, as an opportunity for peaceful dialogue with the Kurdish people.

MIDDLE EAST PEACE PROCESS

United Kingdom · UK Parliament · 26 July 2000

That this House regrets the failure of the talks at Camp David to produce an agreement between Israel and Palestine, and notes the tremendous efforts of all sides to reach such an agreement; believes that it is necessary to continue the quest for peace through negotiation and that the current peace process must be kept alive; considers that this process must be firmly based on the principles of international law and United Nations Security Council Resolutions, in particular Resolution 242, leading to the creation of a viable, sovereign Palestinian state in all the West Bank and Gaza Strip with a shared and just solution for Jerusalam; and calls upon Her Majesty's Government to play a leading role in conjunction with our partners in the European Union to achieve a peaceful setttlement on this basis.

CONNEX COMPLAINTS SYSTEM

United Kingdom · UK Parliament · 20 July 2000

That this House believes that train operating companies should be accountable to their customers by making it as easy as possible for their customers to register complaints about, for instance, reliability, punctuality and cleanliness of train services; is disturbed, therefore, that Connex, whose overall performance has fallen by 5 per cent. in the last year, has apparently scrapped its direct e-mail address for such purposes and replaced it with an e-mail on web site which requires customers first to download the site, which can often be time-consuming, and then to fill in a host of details, including the type of ticket purchased and how, which may be useful to Connex marketing, but which is not relevant to its customer's complaint; fears that such a complicated procedure will inevitably deter legitimate complaints and reduce the volume of such complaints and thereby reduce the complaints statistics in the run-up to the renewal of the Connex franchise; and urges Connex, and any other train operating company which follows the same practice, to reinstate its direct e-mail service so that its customers may readily make their views known via all types of communications media, including e-mail, which is increasingly a preferred route for those with access at home or work to electronic mail.

ILISU DAM

United Kingdom · UK Parliament · 15 June 2000

That this House is concerned at the continuing social, political and economic oppression of the Kurdish people in south east Turkey; draws attention to the fact that the construction of the Ilisu Dam would result in the forced resettlement of 25,000, mainly Kurdish, people and seriously affect a further 11,000; believes that this is part of a wider strategy of ethnically cleansing the area of Kurds; is concerned that the dam would flood and destroy the ancient town of Hasankeyf, a site of archaeological importance, destroy the ecological balance of the whole region and have the potential to precipitate a war over water with neighbouring Syria and Iraq; and calls on Her Majesty's Government to refuse the ú200 million aid and assistance for this project requested by Balfour Beatty and to do all in its power to prevent the scheme proceeding.

CONSULTANTS' CONTRACTS AND PRIVATE PRACTICE

United Kingdom · UK Parliament · 8 February 2000

CONNEX SOUTH EASTERN

United Kingdom · UK Parliament · 25 January 2000

That this House expresses sympathy to travellers of Connex South Eastern who have to endure one of the most infrequent and unreliable commuter services in London; is appalled that Connex has slashed some services by half during non-peak periods on the north Kent line, London to Dartford via Greenwich service, providing passengers with only two trains per hour, as well as withdrawing some peak hour services, resulting in a worse service than before Connex was awarded the franchise; notes that the four trains per hour service had only been maintained through the goodwill of drivers who were prepared to work on their rest days; calls upon Connex South Eastern to recruit and train additional drivers to restore services that have been cut; and calls on the Secretary of State and the Regulator to conduct an urgent investigation into the poor quality service in South East London and take steps to remedy the situation.

HUMAN RIGHTS AND TURKEY'S APPLICATION FOR EU MEMBERSHIP

United Kingdom · UK Parliament · 13 January 2000

That this House notes that the leaders of Turkey's governing coalition have agreed to put the proposed execution of Kurdish leader Abdullah Ocalan on hold until the European Court of Human Rights has issued a ruling on the case, thereby avoiding a damaging dispute with the European Union; welcomes the PKK'S cessation of its armed struggle and proposals for a peace process; believes this provides an opportunity for dialogue between the Turkish government and the Kurdish community to resolve the long-running dispute and denial of basic human rights to Kurds in Turkey; regrets that despite the positive attitude of the PKK, the Turkish government's harassment of Kurds continues; notes that teachers continue to be prosecuted for teaching the Kurdish language and that many offices of the political party, HADEP, have been raided, as well as the offices of the trade union confederation KESK, the Dicle Women's Cultural Centre and the newspapers Ozgur Bakis and Yeni Evrensel; regrets that staff of the newspapers and HADEP have been detained together with the President of HADEP for Diyarbakir province; welcomes the call by the former Head of the CIA (Middle East Department) for the US administration to encourage the Turkish Government to give civil rights to the Kurdish people in Turkey; and similarly calls on Her Majesty's Government to urge the Turkish Prime Minister to adopt the path of peace and reconciliation by entering into immediate discussions with leaders of the Kurdish community with a view to establishing full civil and human rights as a pre-condition of further consideration of Turkey's candidature for EU membership.
