The bill establishes a legal framework so that Estonian entrepreneurs can start manufacturing, maintaining, importing and exporting military weapons, ammunition, munitions and combat vehicles. Current legislation does not allow this. The explanatory letter states that the Estonian defense industry is taking strong steps to become a serious partner on a global scale for the various security forces of the countries as well as other defense industry companies. Estonia defense industry companies are ready to produce a number of defense products and stands out as a developer and manufacturer of so-called smart solutions. At the same time, from the point of view of Estonia's military defense, it is of critical importance that the companies located in Estonia have the capacity to manufacture the military weapons, ammunition and munitions necessary for defense, as well as for the maintenance of military weapons. However, the legal space of Estonia does not currently allow this, or allows it to a large extent with restrictions. The emergence of the opportunity for companies located in Estonia to handle military weapons and munitions allows, on the one hand, the Defense Forces to manage their armament more sustainably, and on the other hand, defense industry companies to expand their activities and offer their products outside of Estonia as well. The bill introduces changes that concern the simplification of becoming a member, keeping records of members of the Defense League, health checks, social guarantees, providing first aid in the Defense League, etc. When becoming a member of the youth organization of the Defense League, boys and girls of child age are exempted from the health check. Also, in the future, people who have or have a valid gun permit do not have to repeat the health check when joining the Defense Association passed a medical examination as an active-duty soldier, police officer, prison service officer or auxiliary police officer and are therefore entitled to carry a military or firearm. Members of the Defense League will be kept in a database that interfaces with the X-tee and will receive the necessary data from national registers in the future, which will improve the quality of the collected data. According to the current law, the records of the members are kept by the institution established by the commander of the Defense League in the data set, the exchange of data with national registers was limited and took place through individual requests. The law also stipulates the duty of a member of the Defense Association to inform the organization about the deterioration of his health condition if it may no longer meet the prescribed requirements. The purpose of the provision is to draw the attention of members of the Defense League to the need to inform about a change in their health status, if it affects the performance of the duties of the Defense League as an active member. ability to participate. The bill establishes the procedure for determining and executing forced labor for the performance of national defense tasks during heightened defense readiness, mobilization, demobilization or martial law. Since, based on the analyzes of the revision of the national defense law, according to the Ministry of Justice and the Ministry of Defense, the amendment of legislation related to the organization of forcible loadings is an extensive and time-consuming process, the Law on National Defense Forcible Loadings will be change in two steps. Currently, the primary and, above all, significant changes from the point of view of the organization of military national defense are being made for the determination of forced labor and the preparation for their execution. In the second stage, more comprehensive changes will be made as part of the revision of the law on national defense (2017-2019). The bill clarifies the legal relations of the administrative body and individuals in the organization of the appointment and execution of compulsory charges in the current State Defense Forced Encumbrances Act. With the bill is added to the list of property that is unavoidably necessary for the provision of a vital service, which may not be encumbered. It is an asset of vital service providers that they inevitably need to ensure service continuity during a crisis.
