The bill provides for the continuation of the participation of up to ten defense personnel in the European Union training mission in Mali (EUTM Mali) and the continuation of the United Nations (UN) peacekeeping mission in Mali (MINUSMA) with up to ten defense personnel. Estonia's contribution to the EUTM Mali mission is important, because one of the priorities of the Estonian state is to participate in the implementation of the EU's common security and defense policy and to develop cooperation with strategic allies. The bill provides an opportunity to contribute up to ten active-duty troops to the international military operation Inherent Resolve in 2017. Estonia's participation in the mentioned operation began in August 2016, when a 6-member training team with a Danish contingent began serving in Anbar province, whose main task is the military training of the Iraqi security forces. In addition, since September 2016, one Estonian senior officer has been serving in the US-led Baghdad in a multinational military-strategic team that advises Iraqi ministries and security forces. The aim of the operation is direct and supportive military action against ISIL, primarily in Iraq and Syria. The Estonian Defense Forces do not participate in the activities that take place on the territory of Syria as part of the operation Inherent Resolve. The leading and supporting elements and staffs of the operation are also located in Bahrain, Cyprus, Egypt, in Israel, Jordan, Kuwait, Lebanon, Qatar, Turkey and Saudi Arabia. Given the priority of the fight against ISIL, Estonia is ready to contribute to the operation additionally, for example with staff officers, if necessary and possible. The number of active servicemen to be additionally contributed would remain within the limit stipulated in the draft.

The bill decides on the participation of up to 10 Estonian Defense Forces in the US-led international military operation Inherent Resolve against Daesh/ISIL. The US-led international military operation against Daesh/ISIL, Inherent Resolve, was launched on June 15, 2014. 21 other countries are participating in the operation: United Arab Emirates, Australia, Bahrain, Belgium, Spain, Netherlands, Italy, Jordan, Canada, Latvia, Norway, Portugal, France, Saudi Arabia, Germany, Finland, Denmark, Turkey, Hungary, New Zealand and UK. The terrorist organization Daesh, which operates mainly in Syria and Iraq, poses a serious threat to global security, including a real threat to Europe's internal security. The activities of Daesh in Syria and Iraq have a direct impact on the number of people in need of international protection in the region and thus on the refugee crisis in Europe. Daesh also recruits fighters from Europe, who after fighting and training in the Middle East, may in turn threaten local security when they return. The attacks in Paris and Brussels were carried out in the name of Daesh and were carried out using terrorists from Europe. Estonia has previously directed financial aid to help Iraqi refugees and donated weapons and ammunition to the Iraqi security forces. The aim of the operation is direct and supportive military action against Daesh, primarily in Iraq and Syria, but the leading and supporting elements and staffs of the operation are also located in Bahrain, Cyprus, Egypt, Israel, Jordan, Kuwait, Lebanon, Qatar, Turkey and Saudi Arabia. One of the important tasks of the operation is the training of the Iraqi security forces. Estonia initially plans to contribute by sending up to 6 infantry instructors to Iraq, where they will train the Iraqi security forces in cooperation with the defense forces of Denmark, the USA, Latvia, and other countries. units. If necessary, within the framework of the given mandate, Estonia will participate primarily with staff officers.
