Mr. Jean-Luc Mélenchon alerts the Minister of Ecological Transition to the “Montagne d'or” project, a giant mine in the heart of the French Amazon. This project has been hotly contested since its inception by part of the Guyanese population and environmental organizations. Contrary to the ecological emergency, it provides for a total deforestation of 1,513 hectares, a third of which is primary forest. More than 2,000 plant and animal species are threatened through the use of thousands of tons of explosives and cyanide and millions of liters of fuel. In 2019, the President of the Republic Emmanuel Macron considered that it was, “as it stands, not compatible with France’s ecological ambitions”. Then Prime Minister Édouard Philippe confirmed that the State would not give the green light, considering it “incompatible with environmental protection requirements”. The Convention Citizen for the Climate is calling for a moratorium on the mining industry in Guyana. To carry out this project, the Montagne d’or company needed to extend its two mining concessions. She made a request to the Ministry of the Economy. Rather than offering a frank refusal, the State failed to respond within the deadline. Two implicit decisions refusing to extend the concessions were born on January 21, 2019. These were contested by the company. On Thursday, December 24, 2020, the region's administrative court ordered the State “to extend” the mining concessions. The project is therefore still relevant. This dedicated telephone line has been managed by the National Solidarity Women's Federation (FNSF) for almost thirty years. It is supported by a network of 73 associations. This service is of great use. Indeed, we observed an increase in reports of this violence during the period. In fact, 7,000 weekly calls were received during the first confinement. At the same time, the internet platform for online reporting of sexual and gender-based violence recorded a 60% increase in calls from victims during the second confinement compared to normal. This increase was already 40%. during the first confinement. It is therefore essential to maintain this service. However, instead of granting an additional subsidy on the occasion of the transition of line 3919 to 24-hour operation in 2021, the Government has decided to impose competition for 3919 through a public market. It has pushed thousands of people into precariousness and poverty. Many of them belong to these sectors. If the Council of State has just canceled the heart of the unemployment insurance reform for these employees as well, namely the methods for calculating benefits, the other methods are for the moment only postponed. However, certain aspects of the unemployment insurance reform have already had dramatic consequences. Thus, from November 1, 2019 to July 31, 2020, the necessary duration of work to be able to benefit from unemployment benefit has increased from 4 to 6 months. Although this measure was suspended on August 1, 2020, it had harmful effects for the people concerned during the period. Another point remains problematic. However, their request was limited to two premises in the city center, one in Les Réformés for residents and families of the 1st arrondissement and another in Joliette for the 2nd and 3rd arrondissements. It is difficult to accept the successive responses from sector town halls which simply indicate that there is no premises available. They do not offer any serious solution to guarantee the survival of these antennas. No request for a subsidy increase has been made from the association. It simply wishes to obtain premises to continue carrying out its solidarity mission. As a reminder, Secours populaire is a recognized public utility association which acts on a daily basis against poverty. In a city like Marseille, its role is essential. The closure of these 4 antennas directly endanger 120 families who went there daily. Women, children and men for whom the association was the last resort to alleviate their misery a little and allow the family to simply eat. How will these families live from now on? The MP wonders if the public authorities are aware of the consequences that these closures will have on human lives. He also questions the lack of consideration of the State in these territories where often this type of associative structure remains the only reference for social ties. Le mardi 8 janvier 2019, la commissaire européenne au commerce, Mme Cecilia Malmström, rencontrait son homologue américain M. Robert Lightizer dans le cadre de négociations commerciales entre l'Union européenne et les États-Unis. Au préalable de cette réunion, Mme Malmström s'est félicitée publiquement de l'explosion des importations de soja américain dans l'Union européenne. Celles-ci ont augmenté de 112 % au cours des six derniers mois de l'année 2018. Si bien que la part de marché des États-Unis sur le soja en Europe atteint 75 %. Cela fait suite à la signature d'un accord entre le gouvernement américain et la commission européenne en juillet 2018. Mais ce bond dans les importations de soja américain est de plusieurs points de vue une bien mauvaise nouvelle. Il contribue à encourager, de l'autre côté de l'atlantique, des monocultures industrielles dont le rôle est majeur dans l'effondrement mondial de la biodiversité. En Europe, la politique agricole commune impose d'ailleurs aux producteurs de grains la présence d'un minimum de trois espèces de cultures arables annuelles différentes. Par ailleurs, une très large majorité du soja américain importé en Europe, jusqu'à 95 % selon la Coordination rurale, est composée de variétés OGM, interdites à la culture dans l'Union européenne. Ce soja, rendu résistant au glyphosate par une manipulation génétique est aspergé de ce produit dangereux pour la santé humaine dans des proportions et avec des méthodes qui sont interdites sur le territoire européen. L'accord sur le soja entre les États-Unis et l'Union européenne met donc en danger la santé des consommateurs européens. Il est par ailleurs préjudiciable aux paysans européens car il les expose à une concurrence déloyale, fondée sur la faiblesse des règles environnementales outre atlantique. Malgré tous ces problèmes, la commission européenne a annoncé vouloir aller plus loin. Elle a en effet lancé une procédure pour autoriser l'utilisation du soja d'importation américaine pour la production d'agro-carburants. Cela revient à promouvoir une production qui est une catastrophe écologique qui contribue largement à la déforestation. D'après l'ONG Transport et Environnement, le carburant à base de soja serait responsable du double d'émissions de gaz à effet de serre par rapport au diesel classique. Avancer dans cette voie, c'est donc abandonner tous les objectifs de réductions des émissions des pays européens résultant d'engagements internationaux. Le laxisme de la Commission européenne vis-à-vis du soja américain n'est guidé que par la crainte de voir les États-Unis imposer des droits de douanes contre l'industrie automobile, notamment allemande. La France ne doit pas soutenir ni accepter la mise en danger des consommateurs et de la planète au nom des négociations commerciales avec les États-Unis. Par conséquent, il aimerait connaître la position du Gouvernement français sur les déclarations de la Commission européenne et les mesures qu'il peut prendre pour empêcher l'entrée sur le territoire de soja américain.

The project consists of destroying and rebuild around thirty establishments. The 34 targeted establishments are not the most deteriorated or the most dangerous. This contract therefore serves as a showcase for the city of Marseille but in no way resolves the situation of many schools. It also represents a financial pit since the city will have to pay “rent” for 25 years to the large group that wins the project. The dilapidated situation of many schools in Marseille undermines the principle of equality of students in access to education. The material conditions of teaching in Marseille must therefore be of interest to the Ministry of National Education and its Minister Mr. Jean-Michel Blanquer. This causes an unprecedented subsidence of the island since it has lost 15 centimeters in just one year. Consequently, it becomes all the more vulnerable to rising water levels induced by climate change. Thus, for Virginie Duvat, contributor to the IPCC report, Mayotte is one of “those territories on the front line of the impacts of rising sea levels”. The catastrophic consequences of these two phenomena are already there. In August 2019, an episode of high tides flooded several road infrastructures and the Mayotte airport. In September 2019, several villages were flooded due to a rise of more than 4 meters in sea level. The department of Mayotte is particularly poorly prepared to deal with this consequence of global warming. This is mainly due to underinvestment by the State. 40% of homes are makeshift houses built from sheet metal. 80% of villages are coastal. Jean-Luc Mélenchon attire l'attention de Mme la ministre de la culture sur la situation de l'artothèque du lycée Antonin-Artaud dans les quartiers nord de Marseille (13013), dont la pérennité est menacée par le retrait de la subvention de la DRAC PACA. Ouverte en 1988, animée par un groupe d'enseignants bénévoles, l'artothèque Artaud détient un fonds de 600 œuvres d'art contemporain (200 artistes), acquises ou reçues en don, en trente ans d'existence. C'est un cas unique en France d'artothèque en milieu scolaire. L'artothèque favorise la découverte de l'art contemporain par le jeune public. Elle réalise trois expositions par an (une centaine depuis sa création), organise des rencontres entre le jeune public et les artistes, développe des projets pédagogiques, des ateliers artistiques, publie « les cahiers de l'artothèque » (66 numéros à ce jour), prête les œuvres d'art à partir de sa collection. Ce travail inestimable est réalisé par pour un budget très modeste, compris entre 13 000 et 18 000 euros par an ces cinq dernières années. Le socle du budget est constitué d'une subvention de la Ville de Marseille de 9 000 euros et d'une subvention de la région de 4 000 euros. La DRAC a régulièrement baissé sa participation qui est passée de 4 500 euros en 2011 à 2 600 euros en 2012 à...zéro euro en 2016. Or comme souvent, le désengagement de l'État a des effets dominos sur les autres financeurs. Alors que les activités de l'association sont déjà fragilisées par la perte de la subvention de DRAC, le retrait de la subvention de la ville signerait la fin de l'artothèque Artaud. Cette situation alerte les artistes, les parents d'élève, les enseignants, et tous les amateurs d'art à Marseille. Une pétition de soutien a déjà recueilli plus de 2 000 signatures au 27 septembre 2017. Il attire son attention sur la modestie de la somme annuelle concernée, qui, avec la patience, la passion et le dévouement de l'équipe de bénévoles, a permis de créer ce patrimoine culturel de grande valeur, au fil des années. Voilà qui peut être qualifié de très bonne gestion de l'argent public. Il l'alerte aussi sur le risque de voir le fonds Artaud dispersé si l'association devait cesser ses activités. À l'occasion de son rapprochement avec le ministère de l'éducation nationale, il a déclaré que « la culture n'est pas un supplément d'âme, elle est constitutive des apprentissages ». L'artothèque Antonin-Artaud incarne exactement cette orientation. Voilà pourquoi il lui demande d'intervenir auprès de la DRAC PACA pour rétablir la subvention à l'artothèque Artaud et sauver les trente ans d'existence de cette belle initiative.

These pools can contain up to two to three times more radioactive material than the core itself. However, it appears that they are not as protected and therefore vulnerable to possible attacks. In spring 2015, a defect was discovered in the Flamanville EPR tank. In the winter of 2016-2017, no less than 20 reactors had to be temporarily shut down to carry out checks.
