Mr. Stéphane Le Foll draws the attention of the Minister of Solidarity and Health to the terms of prescription and management of external breast prostheses (SME) for patients with breast cancer. Mr. Stéphane Le Foll draws the attention of the Minister of Agriculture and Food to the future of the French Horse and Equestrian Institute. The 2015-2017 objective and performance contract (COP) brought about an in-depth reform to allow the equine sector to continue through the creation of the French Horse and Equestrian Institute, the sole State operator in this field. The numerous arrangements necessary to its creation were felt harshly by employees in the equine sector but they were essential to guarantee the economic, environmental and social performance of the various activities in the sector, find a relational balance between the actors and ensure the influence of the Nation through sporting performance. The COP 2018-2022 extends these objectives and provides for a reduction of 180 jobs over 5 years, which would bring 600, the number of agents distributed across the two sites of Saumur-Le-Pin-Uzes and Pompadour and within the teams of health controllers in the territory. However, stabilizing the number of agents at 750 seems to be the ideal threshold to allow teams to work in good conditions and ensure the maintenance of the equine sector, which remains a prestigious historical sector. He therefore wishes to know what measures can be considered to enable this sector to be maintained at the same level of expertise as at present and by guaranteeing the employment of highly specialized employees.

Mr. Stéphane Le Foll questions the Minister of National Education about the significant number of absent teachers who are not replaced and about the non-appointment of teachers in several schools in Sarthe. Many communities have in fact undertaken costly and ambitious processes to reduce their energy consumption, develop renewable energies or introduce circular economy practices. In Sarthe, the Pays Vallée de Sarthe has chosen to include ambitious projects in the TEPCV agreements, favoring new passive projects and BBC renovation projects using biosourced materials but today fears that these projects which required strong mobilization and significant investments will not succeed, in fact, the commitments concluded within the framework of the TEPCV system amount to 750 million euros, while the credits amount after the PLFR to 475 million euros and the obligation now imposed on communities to initiate their actions no later than December 31, 2017 makes the effective implementation of these achievements very uncertain. The questioning of these projects, both on a calendar and financial level, goes against the necessary energy transition which is nevertheless at the heart of territorial development projects. M. Stéphane Le Foll attire l'attention de M. le ministre de l'économie et des finances sur les difficultés d'accès à l'Agence nationale des titres sécurisés(ANTS). En Sarthe, depuis le 6 novembre 2017, les guichets de dépôt des dossiers permis de conduire sont définitivement fermés, les certificats d'immatriculation des véhicules ne sont plus délivrés ni aux guichets ni par courrier et les renseignements concernant les permis de conduire sont accessibles uniquement par le biais de l'ANTS. Cette procédure de délivrance par internet ou téléphone est adéquate car elle correspond à une demande des usagers qui privilégient ces canaux dans leurs rapports à l'administration, cependant, l'engorgement de ce service est tel que les délais de délivrance atteignent plusieurs mois et que les services téléphoniques (payants) sont injoignables. Il souhaite savoir quelles mesures vont être mises en œuvre pour éviter l'engorgement de ce service public.

Mr. Stéphane Le Foll draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to the competence of “management of aquatic environments and flood prevention” (GEMAPI) provided for in article 56 of Law No. 2014-58 of January 27, 2014 on the modernization of territorial public action and affirmation of metropolises (MAPTAM) and more particularly on what concerns flood reduction actions to upstream of urban flood-prone areas. Indeed, the GEMAPI competence created in the aforementioned law recommends that municipalities and communities come together within a basin union to develop the implementation of action plans concerning the action program to be carried out at the hydrographic scale of the watersheds. The fact that this management is recommended and not obligatory proves to be blocking when divergent interests lead municipalities to not agree on a management structure. Thus in Le Mans, the implementation of the local flood risk management strategy for the territory “significant risks of Le Mans” has not been initiated due to the absence of a “project leader”. This is why he questions what will be implemented to force municipalities and communities of municipalities to subscribe to a basin union.
