Mrs. Myriane Houplain draws the attention of the Minister of the Interior to the dramatic wave of suicides within the police. In recent days, several suicides by police officers have again occurred, adding to the terrible toll society is facing. Conformément à la mesure n° 1 de l'accord du Ségur de la santé relating tox personnels non médicaux, les agents relevant du corps des conducteurs ambulanciers régis par le décret n° 2016-1705 du 12 décembre 2016 bénéficient depuis le mois de septembre 2020 d'un complément de traitement indiciaire de 24 points d'indice porté à hauteur de 49 points d'indice à partir du mois de décembre suivant, ce qui représente une revalorisation de 183 euros nets par mois. En application de cet accord, plusieurs groupes de travail regroupant the whole ofs acteurs de ce métier se sont tenus en 2021. Il est ressorti de cette consultation une refonte du diplôme d'État d'ambulancier. Cette refonte n'a pas modifié le niveau du diplôme; de ce fait, ces agents restent en catégorie C. Les conducteurs ambulanciers bénéficient de nouvelles grilles indiciaires à compter du 1er janvier 2022, en application de la conférence sur les perspectives salariales de la fonction publique ayant débouché sur une revalorisation des fonctionnaires appartenant de la catégorie C. Le ministère des solidarités et de la santé a reçu le 14 janvier the whole ofs organisations syndicales de la fonction publique hospitalière pour évoquer la situation des ambulanciers et a annoncé à l'occasion de cet échange l'engagement du ministre à initier dès à présent les travaux de reconnaissance des ambulanciers dans la filière soins. Le changement de filière nécessitera une modification réglementaire qui interviendra en juin prochain et s'accompagnera d'une modification de la dénomination de « conducteur ambulancier » dans la fonction publique hospitalière, à la demande de la profession, afin de mieux traduire cette valence soignante.

Le rythme de ces arrivées tend à s'accélérer nettement. De nombreuses tentatives de traversées se sont de nouveau déroulées la semaine du 1er novembre 2021. La préfecture maritime fait état de pas moins de 22 interventions ces derniers jours, mobilisant jusqu'à neuf bateaux et deux hélicoptères. Près de 800 naufragés ont dû être secourus en l'espace d'une seule nuit. Il est temps que ces situations dangereuses cessent. Elles sont sources de graves troubles à l'ordre public dans ces zones déjà durement fragilisées. Afin d'éviter que les territoires continuent d'être le théâtre de ces arrivées constantes et massives, il est urgent que l'État reprenne le contrôle de ses frontières. Il en va du maintien de l'ordre public ainsi que de la sécurité de l'ensemble des protagonistes. Celles-ci représentent entre 4 000 et 5 000 hectares dans les départements du Nord et du Pas-de-Calais. Le décret du 27 décembre 2019 relatif aux zones de non-traitement fixe des distances minimales qui doivent être respectées en cas de traitement des parties aériennes des plantes à proximité des habitations. Ces nouvelles dispositions ont eu pour conséquence de complexifier l'activité des professionnels agricoles en raison de la densité de population de ces deux départements des Hauts-de-France. Mais le 26 juillet dernier, le Conseil d'État a annulé les dispositions de 2019 fixant les distances à respecter avec les riverains concernant les épandages de produits phytosanitaires, notamment réclamant l'extension de la protection maximale de 20 mètres aux substances CMR 2 (cancérogène, mutagène, reprotoxique) « suspectées » et non plus uniquement « avérées ». Ces orientations suscitent de nombreuses inquiétudes parmi les agriculteurs. Se posent en effet plusieurs questions qui ne sont en l'état pas réglées : la compensation économique liée aux contraintes générées par ces ZNT, l'information préalable des habitants ou encore la réciprocité permettant d'intégrer la zone de retrait à l'intérieur du périmètre constructible pour toute nouvelle construction. En conséquence, elle lui demande donc de bien vouloir lui dresser un état des lieux de la situation ainsi que de lui préciser les mesures qui pourraient être prises afin de s'assurer que les nouvelles règlementations ne seront pas dommageables au monde agricole.
