The President of the Republic, the Minister for Europe and Foreign Affairs and the Minister responsible for European Affairs have expressed a consistent position regarding the situation in Catalonia. As friends, neighbors, European partners, France supports legality and constitutional unity in Spain, guarantors of respect for the rule of law. The European authorities and other member states have the same reading of this situation. Jean-Claude Juncker and Frans Timmermans notably recalled that the Spanish constitutional order was part of the European legal architecture and alerted us to what constitutes the fragmentation and division of Europe. No European government has recognized the unilateral declaration of independence voted by the Catalan Parliament on October 27, nor called for European mediation, marking common support for respect of the Spanish rule of law. France has confidence in the ability of Spanish democracy to overcome these difficulties within the framework of the rule of law and European values. In the interest of all, France hopes, as the President of the Republic has underlined, that stability and confidence can return quickly to Catalonia.

Wholesalers-distributors represent an essential link in the medicine distribution chain in France. Purchasing from pharmaceutical laboratories, they supply community pharmacies by allowing orders for products from different laboratories to be grouped together. They ensure very good coverage of the national territory and help ensure that each French person quickly has the correct medication when needed. Representatives of the sector have drawn the attention of public authorities to the deterioration in the economic performance of companies operating on the national territory. This motivated the mobilization of the General Inspectorate of Social Affairs to take stock of the sector and gather the vision of the entire distribution chain. Based on the proposals made in this framework, a consultation will soon be opened with the ministry's services to explore the different possible and sustainable developments concerning the economic model of the sector.

The trial of vaccination against seasonal flu by community pharmacists began in October 2017 in two pilot regions (Auvergne-Rhône-Alpes and Nouvelle Aquitaine). It was marked by strong enthusiasm among pharmacists and very broad support from the public. Nearly 5,000 pharmacists are involved and nearly 160,000 vaccinations have been carried out. An evaluation report from this first year of experimentation will be submitted to Parliament very soon. It was decided, in view of these very good results, to extend this experiment for the year 2018-2019, to two additional regions, namely Hauts-de-France and Occitanie. Finally, article 39 of the draft social security financing law for 2019 currently under discussion in Parliament provides for the generalization of influenza vaccination by pharmacists for 2019-2020 flu season.

Clinical trials planned in France of a drug against cystic fibrosis have been canceled by the American laboratory Vertex Pharmaceuticals. These cancellations will have the consequence of delaying, if the results are conclusive, the making of these drugs available to French women and French people suffering from this disease. These cancellations were due, according to the American management of Vertex Pharmaceuticals, to the impossibility of reaching an agreement with the State on the price of a previous treatment, namely orkmabi. For the thousands of patients who placed real hopes in these tests, it is a real hostage-taking. The first confinement, due to the closure of bars and restaurants, had already seriously damaged these sectors which are real showcases of France, and this in an international context that is just as difficult because of Brexit, on the one hand, and tense commercial relations with the United States, on the other. The new confinement is a major blow to these sectors which, for some of their stakeholders, even see their survival called into question. For several years now, these three sectors have already begun their diversification by highlighting their know-how thanks to the development of know-how tourism such as wine tourism and spirit tourism. This diversification is today more than ever a necessity and an opportunity to allow the different sectors to increase their income. As part of the vine, wine and oenology study group of the National Assembly, the MP was able to hear the CEO of Chartreuse, Mr. Emmanuel Delafon, who expressed his enormous difficulties faced with restrictive regulations and the concrete impossibility of maintaining a living tourism site (visiting an active production site). Indeed, standards often make it more difficult to promote ancestral know-how to as many people as possible and can represent an obstacle to investments. To what extent would it be possible to promote spirit tourism and facilitate procedures in this sector very dynamic activity, which has great prospects for development? Even today, some countries in the Middle East do not apply international policies to combat trafficking in human beings and women in particular. For example, a large number of migrant workers from Asia have been victims in this region for a long time. Countries like Bahrain, Arabia Saudi Arabia and the United Arab Emirates are considered the main final destinations for these workers on the verge of becoming slaves. It is necessary to note a major and very alarming development in recent years: the increasing proportion that the “trafficking” of women is taking up at the heart of this appalling industry. Indeed, these women are often victims of gangs and the failure of the States of which they are nationals, to take real coercive measures to put a stop to this inhumane business. A report entitled "A Journey to the Unknow" from a number of human rights organizations revealed that human trafficking from Eastern Europe, Moldova in particular, to Dubai, the United Arab Emirates as well as Bahrain is dramatic due, above all, to the fact that no action or measure is put in place by European states in order to curb this scourge. The MP would therefore like to know France's actions to combat this unacceptable situation a few hours by plane from Paris. The Aude department has - unfortunately - been very dramatically affected by the floods. As a deputy for Pyrénées-Orientales, a neighboring department also impacted by this new extreme climatic episode, it would like to express its concerns regarding the future of the Montpellier-Perpignan LGV line. Indeed, as demonstrated by the Languedoc-Roussillon Regional Climate, Air and Energy Scheme of 2013, the Montpellier-Perpignan LGV, running along the sea and located on the edge of the Thau basin and the Bages, Sigean and Leucate ponds, is very vulnerable to the risk of submersion. In recent years, extreme climatic episodes have been repeated in the region. The railway and road infrastructures are located by the sea. During the recent floods, the Montpellier-Perpignan motorway was cut. The MP recalls that the Montpellier-Perpignan LGV line is the only existing rail line on this section. Trains cannot run there at TGV speed and it is used both to the transport of passengers and goods. Also, she asks him to indicate what the position of the Ministry of Transport is regarding the risk of damage (accelerated aging or lasting damage) of the Montpellier-Perpignan LGV line due to climatic phenomena and in particular the risk of submersion.

As a member of the women's rights delegation of the National Assembly and as a deputy from a department having a common border with the Principality of Andorra, Ms. Laurence Gayte draws the attention of the Minister for Europe and Foreign Affairs to the criminalization of abortion in Andorra. Indeed, Andorra is one of the last states in Europe - with Malta, San Marino and the Vatican - to prohibit abortion, including including in cases of rape, incest, disease or malformation of the fetus, or danger to the life of the mother. Abortion constitutes an offense punishable by six months' imprisonment for the pregnant woman, and three years' imprisonment and five years' ban on practicing for the doctor who performs the procedure. Every year, Andorran women wishing to have an abortion go to Spain or France, for a cost varying from 600 to 1,000 euros. Some of them, unable to pay this amount, resort to unsafe or clandestine abortion methods. On September 28, 2018 (World Abortion Rights Day), many Andorran women marched in the streets of Andorra la Vella to demand the decriminalization of abortion in their country. She would like to know France's position on this issue.

Du fait des politiques scolaires nationales, dont la généralisation de l'éducation au développement durable, le ministère de l'éducation nationale et de la jeunesse est profondément impliqué dans la réussite de l'Agenda 2030 des objectifs de développement durable des Nations unies (ODD). Cet agenda international est composé, aux échelles internationale, nationale, territoriale et locale, d'objectifs sociaux, environnementaux, économiques, dont la combinaison vise à orienter la transformation contemporaine du monde d'une façon qui soit viable, durable et inclusive, d'ici à 2030. L'Agenda 2030 vise à faire converger la nécessité de la lutte contre le climate change et de la préservation de la biodiversité avec celle du développement humain, social, économique et de celui des infrastructures et du cadre de vie. Les objectifs de développement durable sont pris en compte par le ministère de l'éducation nationale et de la jeunesse par le biais des enseignements, des projets pédagogiques, des ressources pédagogiques, des partenariats. Cette intégration éducative des objectifs de développement durable favorise des approches pédagogiques visant, de façon globale à intégrative, à faire converger et à renforcer les dynamiques liant les enjeux de cohésion sociale à ceux de la préservation des écosystèmes et des équilibres géophysiques et à ceux propres au développement économique contemporain. Ces enjeux sont pris en compte de façon pédagogique, scientifique et civique par le ministère de l'éducation nationale et de la jeunesse, chargé de l'éducation et de la formation des 12,3 millions d'élèves, portée par les enseignants et les personnels d'encadrement du ministère, en lien avec les partenaires de la communauté éducative. Cette intégration de l'Agenda 2030 par la communauté éducative prépare les générations présentes et à venir à un monde en mutation aussi profonde que constante. Les différentes problématiques portées par chacun des ODD, ainsi que les différentes combinaisons qu'ils permettent entre les enjeux environnementaux, sociaux, économiques, territoriaux, scientifiques et technologiques sont autant de supports pour des projets pédagogiques, disciplinaires et transversaux au sein des écoles et des établissements scolaires. Les projets pédagogiques peuvent notamment être l'occasion de mettre en œuvre des projets éligibles à la labellisation « école ou établissement en démarche globale de développement durable » (« E3D »), attribués par les académies à partir d'un cahier des charges national. Ces projets pédagogiques permettent de combiner les enseignements, la vie scolaire, la direction, la maintenance et la gestion des structures scolaires, et leur ouverture sur l'extérieur, en particulier sur les territoires et leurs acteurs. Peut être considéré comme « E3D - École/Établissement en démarche de développement durable » tout établissement scolaire ou toute école engagé dans un projet de développement durable fondé sur la mise en œuvre d'un projet établissant une continuité entre les enseignements, la vie scolaire, la gestion et la maintenance de la structure scolaire tout en s'ouvrant sur l'extérieur par le partenariat. Le label ministériel E3D, complémentaire d'autres labels portés par les collectivités et les associations, permet de valoriser le travail mené par la communauté éducative et ses partenaires, de le faire connaître et ainsi de le partager. Les académies, les écoles, les collèges et les lycées généraux, technologiques et professionnels sont invités à s'approprier largement ces démarches. Cette appropriation des objectifs de développement durable nécessite aussi une formation des enseignants et des personnels d'encadrement. C'est pour cette raison que le Forum national de l'éducation au développement durable 2017 a porté sur les ODD, de façon à ce que les corps d'inspection, les formateurs de formateurs, les enseignants et les représentants des différents partenaires de l'école puissent transposer cette formation au niveau des territoires.

Mme Laurence Gayte appelle l'attention de M. le ministre d'État, ministre de la transition écologique et solidaire, concernant la pollution plastique. Chaque année, 12,7 millions de tonnes de plastique sont déversées dans les océans. Selon un rapport de la fondation de la navigatrice Ellen MacArthur, si rien n'est fait, les océans pourraient contenir plus de plastique que de poissons d'ici à 2050. Un Français consomme en moyenne 19 kg de plastique par an et, comme l'indiquait le magazine Cash investigation du 11 septembre 2018, sur les 10 tonnes de plastique produites dans le monde chaque seconde, 1 tonne est rejetée dans les océans. Ainsi, on estime qu'aujourd'hui il y a environ 150 millions de tonnes de déchets plastique dans les océans. Ces déchets plastiques causent la mort de centaines de milliers d'oiseaux, poissons, tortues et mammifères marins. Les conséquences sont donc très importantes sur la biodiversité, mais également sur la santé humaine, notamment en raison des perturbateurs endocriniens présents dans ces plastiques. Des opérations internationales de mobilisation comme les Plastic attacks (retrait des suremballages plastiques dans les supermarchés) ou le World cleanup day (opérations de ramassage des déchets) ont eu lieu le 15 septembre 2018 afin de sensibiliser la population à la pollution et à la surproduction de déchets plastiques. Le suremballage plastique concerne notamment les fruits et légumes, afin de leur donner un aspect plus qualitatif ou permettre un meilleur transport. Dans les supermarchés, la législation oblige également la séparation des aliments issus de l'agriculture biologique des aliments non issus de cette agriculture, ce qui entraîne souvent automatiquement une mise sous emballage plastique par les distributeurs. Elle souhaiterait donc savoir quelles mesures à destination des distributeurs et des grandes entreprises, le ministère pourrait mettre en œuvre afin de lutter contre le suremballage plastique et le plastique à usage unique.

In 2017, 530 drugs were out of stock in France, which represents 30% more than in 2016. Among them, anti-cancer drugs, those to fight Parkinson's disease, epilepsy and several vaccines. A shortage which has become more and more accentuated for ten years and which concerns all classes of drugs. The National Medicines Safety Agency, informed of the problem, explains this phenomenon by mentioning the globalization of the manufacture of medicines, difficulties in supplying raw materials or in the production chain, quality defects, but also and above all, restrictive regulations and lower profitability of the molecules of these medicines. He is obligatory for laboratories to report all stock shortages of medicines, but no sanction is provided in the event of a sudden cessation of production. In this regard, certain associations denounce insufficient legislation in this area, endangering the lives of patients, and doctors express their concern. Given the issues raised by this problem, she would like to know what the avenues are proposed by the Government in order to remedy this shortage of vaccines and medicines.

While the collapse of field birds has been noted, with nearly 30% of the field lark population having disappeared, it would be interesting if, within the framework of the biodiversity plan and the consultation implemented work, the trapping of these birds be reconsidered, with regard to the state of conservation of these species. Obviously, these traps are not the primary cause of this reduction, the acceleration of agricultural practices and the use of pesticides remain the primary source of this massacre, but they contribute to it. And in this new established framework strengthening the protection of the most threatened species, it would perhaps be useful to study the re-authorization of the same harvest quotas and to prefer their reduction, in order to protect these species. Premier centre de recherche français, premier site d'enseignement supérieur, le Muséum d'histoire naturelle, fondé en 1793 et dont l'expertise est reconnue dans le monde entier, assure une mission de service public en réalisant un inventaire national du patrimoine naturel. Avec le temps, son champ de compétences s'est accru : son rôle auprès de l'ensemble de la population, et des jeunes en particulier, dans l'éducation à l'environnement, au développement durable et en faveur de la protection de la biodiversité est primordial. Ses actions, fondées sur l'observation et la curiosité intellectuelle, bases de l'histoire naturelle, contribuent à construire une éthique intellectuelle indispensable de nos jours. Pour toutes ces raisons, elle se permet de la solliciter afin d'examiner la possibilité d'allouer des financements supplémentaires au Muséum d'histoire naturelle afin qu'il puisse mener à bien ses actions et exploiter son potentiel au maximum.

Ms Laurence Gayte draws the attention of the Minister for Europe and Foreign Affairs to the situation of human rights activists imprisoned in Türkiye. On June 24, 2018, Turkish President Erdogan was re-elected with more than 53% of the vote. The European Union declared on June 26, 2018 that the electoral campaign had not been fair and President Macron stressed the importance of a peaceful dialogue between Turkey and the EU, in the respect for the principles and values that are common to us. Following the referendum of April 2017 transforming the Turkish parliamentary regime into a presidential regime, President Erdogan now concentrates all executive powers and has the possibility of remaining in the presidency until 2029. Turkey has for several years been the scene of an authoritarian drift, which has been reinforced since the failed coup d'état of 2016. Thus, the President Erdogan has severely restricted public freedoms, threatened to reinstate the death penalty and the repression of journalists is a matter of concern for Western countries. The situation of human rights activists raises questions. Around ten human rights defenders, and especially Taner Kiliç, president of Amnesty International Turkey, and Idil Eser, director general of Amnesty, were arrested between June and July 2017. Despite a release decision in January 2018, a year later, Taner Kiliç is still in detention, accused of belonging to a terrorist organization. It is exceptional that a member of this NGO, which has special consultative status at the UN Human Rights Council, is incarcerated for such a long time. A new hearing in the trial of Mr. Taner Kilic took place on June 21, 2018 and ordered his continued detention until the next hearing, on November 7, 2018. In such a context, she asks him what actions the French Government is taking to act in favor of human rights activists imprisoned in Turkey.
