Ms. Claire Guion-Firmin questions the Minister of National Education about the state of educational establishments in Saint-Martin and the urgency to act. Nearly five months after Hurricane Irma swept through Saint-Martin and Saint-Barthélemy, crisis management is almost complete and the time for reconstruction has come. By the end of March 2018, several multi-year investment and catch-up plans will be established in order to rebuild the community of Saint-Martin, including a plan for financing infrastructure at the expense of the community which currently does not have the financial means to cope. These radio stations, which are major vectors of information and which provide a valuable social link in the territory, are today in danger. On July 1, 2020, the Ministry of Culture announced 30 million euros opened in PLFR3 in order to allow exceptional coverage of the broadcasting costs of local television channels and FM and digital radios, particularly overseas. Three months after this announcement, it appears that the support system for these professionals remains to be built. She thus questions him on the modalities of the future system, crucial for the survival of these professionals and on the deadlines for its implementation.

These procedural delays inevitably led to delays in the start of work for policyholders. In a territory penalized by its double insularity, which lacks craftsmen and materials, many Saint-Martin policyholders will therefore not be able to to complete their work within this two-year period. She therefore asks him to kindly raise awareness among the institutional actors concerned and the French Insurance Federation of this exceptional situation of Saint-Martin residents, in order to extend for a period of six months, the deadline for the end of compensation for insured victims of Saint-Martin.

Mrs. Claire Guion-Firmin questions the Minister of Labor on the extension of the duration of the partial activity system provided for by article R. 5122-6 of the labor code applicable to Saint-Barthélemy and Saint-Martin. Hurricane Irma of September 6, 2018 caused a real economic shock, the activities of the two islands were therefore in danger. Therefore, in order to help companies carrying out their activities in these territories, a decree ministerial decision was taken so that they could maintain their employees until the resumption of the following tourist season. Thus, for each compensable hour of non-work, the company pays its employees an hourly allowance and in return obtains a partial activity allowance co-financed by the State and Unedic. This emergency system was the subject of an exceptional extension order published on May 12, 2018 and bearing the quota of annual compensable hours of 1,000 to 1,600 hours per employee. It is therefore an essential social shock absorber to cope with cyclical economic difficulties and stabilize the number of job seekers. However, it appears that many companies and mainly those in the tourism sector will not be able to restart during the next tourist season (from November 2018 to April 2019) and their managers are concerned about their ability to retain their employees. Le décret n° 2020-42 du 24 janvier 2020 institue la fonction de commissaire à la lutte contre la pauvreté et définit ses missions. Un arrêté du 12 mars 2020 porte nomination, pour les outre-mer, des hauts fonctionnaires délégués dans les fonctions de commissaires à la lutte contre la pauvreté. Si le décret ne mentionne que les collectivités régies par article 73 of the constitution, dont ne fait pas partie la collectivité de Saint-Martin, le préfet de région de la Guadeloupe est le représentant de l'État dans les collectivités de Saint-Barthélemy et de Saint-Martin. Un commissaire à la lutte contre la pauvreté a été nommé sous l'autorité du préfet de région et a pour mission le pilotage et la mise en œuvre de la stratégie pauvreté en Guadeloupe, mais aussi à Saint-Martin. En lien avec ce commissaire, les travaux de déclinaison de la stratégie pauvreté sur Saint-Martin ont été conduits par le préfet délégué en lien avec la collectivité de Saint-Martin. Ces travaux se concrétisent, comme dans chaque territoire, dans une contractualisation qui détermine les actions envisagées sur la base des mesures "socle" de la stratégie pauvreté. Dans les exemples concrets de réalisation, il est possible de citer le processus d'orientation et de parcours des allocataires du RSA qui a été formalisé, permettant d'accélérer et de fluidifier leur prise en charge par les différents organismes de Pôle emploi, CAF, … De même, un réseau des premiers accueils sociaux inconditionnels de proximité a été mis en place avec la mise en place de 3 agents d'accueil et de 3 travailleurs sociaux pour 210 000€ par an. Et enfin en 2021, ce sont 368 000€ qui ont été engagés sur le territoire de Saint-Martin, répartis à parts égales entre l'Etat et la Collectivité, pour accompagner vers l'emploi les personnes les plus vulnérables.

Mme Claire Guion-Firmin alerte M. le ministre de l'éducation nationale et de la jeunesse sur la situation des élèves de terminale du lycée Robert Weinum de Saint-Martin, qui s'apprêtent a passer leur épreuve de philosophie au baccalauréat dans des conditions particulièrement difficiles. Les deux professeurs de philosophie affectés au lycée de Saint-Martin n'ont en effet pas pu assurer leurs cours à un rythme normal depuis la rentrée de septembre 2018 : les élèves de Saint-Martin n'ont donc pu aborder qu'une infime partie du programme prévu et sont aujourd'hui contraints de partager des annales de philosophie pour préparer tant bien que mal l'épreuve du 17 juin 2019. Elle lui demande si le ministère peut prendre l'engagement de trouver une solution en urgence pour pallier l'absence de professeurs de philosophie au lycée de Saint-Martin et mettre en place des cours de rattrapage pour les élèves de terminale du lycée Robert Weinum.
