Ms. Sophie Métadier draws the attention of the Secretary of State to the Prime Minister, responsible for disabled people, to the ongoing reform of the care of vehicles for people with disabilities (VPH) and in particular wheelchairs. This reform, which is part of the broader reform of technical aids decided in 2020, aims to allow faster and less expensive access to these wheelchairs. It requires significant work to revise the technical tariff nomenclature. HPV reimbursement rates have not been updated for over 20 years. However, recently and without waiting for the essential opinion of the High Authority of Health (HAS) which examines the draft nomenclature and on which the manufacturers have drawn up some 285 points of comments, a price proposal was submitted to the various stakeholders. HPV manufacturers are warning of the deleterious consequences of implementing such a pricing proposal. Indeed, this proposal would drastically reduce the provision of care by excluding 75% of HPV currently treated. Ms. Sophie Métadier alerts the Minister of the Interior to the situation with the distribution of electoral propaganda for the partial legislative elections which took place in Indre-et-Loire on May 30 and June 6, 2021. Despite the numerous alerts on the dysfunctions transmitted by the elected officials of the third constituency, we again observed the same dysfunctions during the departmental and regional elections. THE general observation is as edifying as it is unacceptable: incomplete envelopes, stuffed in the first mailbox on the street, thrown in gardens or in trash cans and, above all, a large quantity of undelivered envelopes. It is common practice for a large number of citizens to prepare the ballot at home before coming to vote; some still came and made their incomprehension known to the presidents of the polling stations, but many of them did not vote. Obviously, the major failure of the service provider is unacceptable and can only fuel abstention. It seriously harms the exercise of democracy and the image of the Republic and the functioning of the State. It asks for the measures that the Government intends to take so that the distribution of electoral envelopes remains a public service mission, guaranteed and without failure.

The Malraux system is used most often in cities where the market is buoyant even though their dynamics would make it possible, without recourse to this tax, to restore most housing and blocks. At the same time, the Pinel system is focused on these same tight markets. The device Denormandie, dedicated to cities in action in the heart of the city and to regional revitalization operations, is recently implemented; communities do not have the possibility of measuring the benefit in relation to their housing needs. The joint effort of State services and major players in the revitalization of small and medium-sized towns, such as the Banque des Territoires, the National Housing Improvement Agency or Housing action currently amounts to more than 3 billion euros. This significant mobilization does not, however, make it possible to resolve all the housing production needs in certain sectors of city centers. Mobilization, refocusing and decapping of all available tax tools (Malraux, Pinel, Denormandie) towards these territories is essential to the success of the policies undertaken for the revitalization of old centers facing new problems and in particular climatic hazards. The criteria are the same as for calculating the scholarship; namely: the income of the student and his parents, the composition of the family and the geographical distance from the family home. Ms. Sophie Métadier was contacted by students from Indre-et-Loire who had requested university accommodation from the C.R.O.U.S. from Paris and having had no response, positive or negative. This seems abnormal to the MP, especially since these students, scholarship holders (at levels 4 and 5) or wards of the Nation, are enrolled in a university more than 230 kilometers from their home. This year, the start of the school year was supposed to mark the beginning of the end of a gloomy period for students, allowing them to finally find a certain normality in their studies. With the reopening of borders, many students were able to find the opportunity to go abroad, particularly to Europe thanks to the Erasmus+ program, recommended by both universities and professionals. In September 2021, universities noted a significant drop in the overall amount of allocations for the benefit of student mobility by the Erasmus France Agency. However, in December 2020, the European institutions reached an agreement increasing to more than 26.2 billion euros in the program budget appropriations compared to the 2014-2020 programming with the aim of reaching 10 million exchanges over the next 7 years. The incomprehension of this state of affairs by the universities and students concerned is legitimate. Indeed, the decision is paradoxical and goes against the objectives of the Government and the European Union to facilitate international mobility. Universities French institutions are the Government's first relay to achieve these objectives, they mobilize students and many give them a promise: “Any student participating in the Erasmus+ European mobility program as part of a study stay is automatically awarded the Erasmus+ allowance”.
