M. Didier Parakian appelle l'attention de Mme la ministre du travail, de la santé et des solidarités sur la problématique rencontrée par les taxis lors des négociations avec la Caisse nationale d'assurance maladie (CNAM) ainsi que sur les implications du nouveau dispositif de transport partagé. Les discussions avec la CNAM, prévues par l'article L322-5 du code de la sécurité sociale, se heurtent à des obstacles. L'Union nationale des taxis se trouve dans l'incapacité d'assumer pleinement son rôle de corps intermédiaire et de partenaires sociaux. En effet, les échanges et négociations avec les services de la CNAM sont bloqués. La récente disposition inscrite dans la loi de finances de la sécurité sociale 2024, spécifiquement à l'article 69, obligeant le transport partagé des assurés par les taxis, suscite de vives inquiétudes au sein de la profession. De fait, les taxis seront désormais contraints d'imposer un transport partagé avec d'autres assurés dans le cadre des déplacements pour des consultations ou des hospitalisations. Les taxis craignent que cette situation fragilise davantage les assurés et que ces nouvelles obligations pourraient affecter leur travail de manière significative. M. le député lui demande comment améliorer le dialogue avec la profession des taxis pour leurs permettre de mener à bien leur mission qui est fondamentale.

Mr. Didier Parakian draws the attention of the Minister of Labor, Health and Solidarity to the legislation relating to the representativeness of professional organizations in France. Current legislation favors the representation of large companies to the detriment of VSE-SMEs in the different professional branches as well as at the inter-professional level. One of the reasons for this observation is that only organizations professionals who represent more than 50% of the number of employees of member companies at the level considered benefit from the right to oppose an agreement. The number of member companies is not taken into account. Representatives of VSEs and SMEs can only very rarely have this right. This results in provisions that are unsuitable for VSEs and are often sources of administrative complexity. In addition, a weighting system has been defined to distribute seats in joint bodies or funding from social dialogue between professional organizations. However, this weighting is based mainly on the number of employees and marginally on the number of member companies, which penalizes VSEs, even though they represent 92% of French companies. Faced with this observation, previous governments declared that no legislative modification could not take place without prior agreement between the three organizations representing employers at the national and inter-professional level. It therefore appears necessary that the Government and Parliament can take up the process leading to an effective adjustment of the current rules so that employer representativeness is in accordance with the reality on the ground and that the interests of all businesses, including the smallest, are taken into account fairly. The MP would like to know the Minister's position regarding the creation of a symmetrical right of opposition, allowing one or more employer organizations which represent more than 50% of member employing companies to oppose an agreement. This development would contribute to improving the quality of social dialogue by inviting social partners to find the broadest possible consensus.

Mr. Didier Parakian draws the attention of the Minister of Labor, Health and Solidarity to the health of women at work. In France in 2023, more than a million women will find themselves in the halo of unemployment, one in two employees will be in a situation of psychological distress in the context of their work and almost three million women will be on antidepressants, which is twice as many as for men. The current issue of this association concerns the health of women at work. These experimental programs aim to help women who have suffered burnout, who are in a precarious situation, or who are at risk of disintegration. Thus, he wishes to know what the Government intends to put in place to support existing structures which allow women in difficulty to integrate, reintegrate, or even maintain oneself in the job market.

M. Didier Parakian appelle l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur la situation des apiculteurs en Provence. L'apiculture provençale et les miels de Provence sont emblématiques du territoire. Ils sont les marqueurs fondamentaux de notre identité régionale. Aujourd'hui, l'apiculture en Provence est confrontée à des bouleversements sans précédents. Aux côtés des équilibres naturels menacés, c'est la filière qui est en péril. Depuis plusieurs semaines, les apiculteurs provençaux ont lancé l'alerte. Leur constat est cruel et doit alerter : les abeilles sont en danger et, avec elles, tout l'équilibre de l'environnement. La souffrance des abeilles, qui représentent 90 % des insectes pollinisateurs, se matérialise directement par la mise en danger de la diversité des espèces végétales et de la chaîne alimentaire. Elles sont en première ligne du changement climatique ; elles en subissent de plein fouet les conséquences. L'accumulation de problèmes depuis plus de dix ans donne lieu à une crise multifactorielle parmi lesquels : frelons asiatiques et concurrence déloyale. Le frelon est un prédateur invasif menaçant la biodiversité en s'attaquant autant aux abeilles domestiques qu'aux insectes sauvages. Un seul nid de frelons consomme 11 kg d'insectes par an, dont seulement 30 % d'abeilles domestiques. Concernant la concurrence déloyale, certains pays inondent le marché mondial avec du faux miel. 68 000 tonnes rentrent sur le marché européen. Certains pays comme la Belgique et l'Espagne sont les points d'entrée principaux de ces miels sur le marché européen, ce qui rend toute restriction nationale inopérante. Ces miels frauduleux (rapport « From the Hives » issu de la Commission européenne) impactent le marché mondial et européen en tirant les prix vers le bas. Or la France importe 60 % de sa consommation de miel (UE et hors UE). Elle est donc très impactée par les niveaux de prix de ces marchés. Il souhaite donc l'interroger sur les mesures envisagées par le Gouvernement afin de protéger l'apiculture en Provence et en France.
